Duties Description New York State Homes and Community Renewal (HCR) fosters the creation and preservation of high-quality affordable housing, while working strategically to revitalize neighborhoods and communities throughout the Empire State. Under the leadership of Governor Kathy Hochul and Commissioner RuthAnne Visnauskas, HCR is a vibrant, innovative agency that integrates and leverages New York State’s housing resources. We have offices in New York City, Albany, Buffalo and Syracuse, and employ a diverse workforce of professionals who are hard-working and committed to serving low- and moderate-income families. Our mission is far reaching, encompassing single and multifamily housing finance, home improvement, rent regulation, housing subsidies, and community development. DUTIES
* Legal: Evaluates legislative bills for their respective impact on agency operations and programs, as well as reviews and approves pertinent rules and regulations. Advise the Deputy Commissioner regarding the implementation of local, State or any Federal legislation and court decisions.
* Managerial: convenes biweekly meetings of senior staff to review and discuss the prevalent issues in and of concern to the Stabilized Tenancy and Rent Review Bureau (STARR) Bureau. regularly reviews forms utilized by the Bureau to determine whether an update (based upon changes in policy or law) is required. plans, organizes, and implements the functions of the Bureau.
* Personnel: reviews staffing needs and where required, reallocates staff according to the Bureau's needs. reviews time sheets of senior staff in the Bureau. engages staff at the unit's initiative or at their request to address issues of concern to such staff, the agency or both. prepares, reviews, and submits evaluation and telecommuting reports on staff, in addition to reviewing their requests for leave, and grants or denies such requests based upon the Bureau's needs. engages (and discusses strategies with) our personnel department, the Deputy Commissioner of ORA, and pertinent supervisors in the Bureau regarding individual staffers for whom disciplinary action may be required and where required implement those strategies.
* Administrative: prepares for and participates in regular strategic discussions
involving the development of policy and the implementation of procedures with HCR's Office of Legal Affairs (OLA), the Deputy Commissioner of ORA and colleagues regarding recent court decisions or matters pending in each Bureau of novel or otherwise significant import. engages OLA to assess specific cases and general issues in her Bureau primarily as they relate to pending or potential court proceedings. prepares and offers critical analysis in group or individual discussions with other Bureau Chiefs, the Deputy Commissioner of ORA, OLA, the Chief Operating Officer, and the Commissioner involving the review of matters political, legislative, or regulatory in nature, about agency policies and practices. reviews and respond to inquiries from the public or elected officials on issues relating to the processing of cases or the interpretation and application of existing precedents.
* Processing: reviews and responds to requests for expedited treatment of cases. reviews selected draft decisions on the various case types processed in the Bureau prior to their issuance and either approves or edits them accordingly (on occasion in consultation with OLA). Within the Bureau's legal unit, establishes goals and priorities for legal staff. evaluates and approves legal interpretations, advisory opinions, forms, policy memoranda and other documents prepared by staff. drafts and revises regulations and other documents.

Minimum Qualifications * Bachelor’s degree and eight years of relevant experience.
Substitutions: Four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree;
J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience
