Duties Description Responsibilities: The incumbent will be responsible for: assisting in preparation of the Department of Health Budget Request; tracking and projecting disbursements for multiple programs; reviewing contracts and Request for Proposals; reviewing current and proposed legislation; submitting budget journals; reviewing and submitting Federal Grant applications; processing interagency payments; data analysis; relaying information to staff throughout the Department; resolving funding issues; acting as a liaison between the Department of Health and other agencies; implementation of the state budget; and various other tasks, as assigned.
Minimum Qualifications Permanent Transfer Candidates:
Current NYS employee with one year of permanent or contingent permanent competitive service in a Senior Budgeting Analyst, SG18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law to Senior Budgeting Analyst, SG18, Budgeting Analyst Trainee 1, NS, or Budgeting Analyst Trainee 2. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Non-Competitive Candidates via NY HELPS Program:
Budgeting Analyst Trainee 1: Four years of experience* in budget estimation, justification, and expenditure control functions.
Budgeting Analyst Trainee 2: Five years of experience* in budget estimation, justification, and expenditure control functions.
Senior Budgeting Analyst: Six years of experience* in budget estimation, justification, and expenditure control functions.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Preferred Qualifications: Preferred candidates should have related experience with the following: excellent written and verbal communication skills; strong analytical skills; and productivity software skills, including a high proficiency with Excel. Other desired skills include: experience in an administrative environment; familiarity with the state budget process; and experience working with financial systems.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
