Duties Description Incumbent would work in a NYS correctional facility, providing ongoing treatment services to incarcerated individuals with substance use disorders. You would develop treatment findings and conclusions based on an admission and comprehensive evaluation; establish a substance use disorder diagnostic impression; develop and implement a person-centered treatment plan or each assigned I/I; continually evaluate/document the level and quality of participation and progression towards reasonably applied goals for each I/I; and provide services to ensure successful treatment. Incumbent would work with other facility staff, provide such services in a variety of treatment modalities to assist the I/I in addiction rehabilitation.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
ALCOHOL & SUBSTANCE ABUSE TREATMENT PROGRAM ASSISTANT:\
Minimum Qualifications for taking the Open Competitive Examination:
Either 1. a current certification as a New York State Credentialed Alcoholism and Substance Abuse Counselor (CASAC);
Or 2. a current certification as a New York State Credentialed Alcoholism and Substance Abuse Counselor Trainee (CASAC-T) and one year of post certification qualifying experience;*
Or 3. three years of qualifying experience.* An associate’s degree (or higher) in an approved area** may be substituted for two years of this experience.
*Qualifying experience consists of professional or paraprofessional experience in a program whose primary mission is alcohol and/or substance abuse treatment. The program can be in a hospital, correctional facility, school, community based prevention/intervention program or other addiction recovery program. Your experience must include all of the following functions:
? individual or group counseling
? intake/assessment
? treatment planning
? case work
? consultation
? the development of substance use disorder diagnostic impression
Your counseling or casework experience must have focused primarily on the establishment of an ongoing, one-to-one relationship between you and the client, to establish and maintain recovery, and prevent relapse. Group experience must have focused primarily on responsibility for conducting group sessions designed to provide the participants with services for alcohol/substance abuse problems.
**Approved associate’s or higher degree areas for this examinations are: addiction counseling, addiction studies, anthropology, audiology, behavioral health, child development/family relations, community mental health, chemical dependence administration, correctional studies, counseling/guidance, criminal justice, education, gerontology, health administration, health education, human services, nursing, nutrition, pastoral counseling, psychology, public justice, rehabilitation counseling, religious studies, social work, sociology, special education, speech pathology, therapy (including art, dance, drama, music, occupational, physical and recreational) and vocational counseling.
Note: If you pass the examination for Alcohol & Substance Abuse Treatment Program Assistant (Spanish Language), you will be required to demonstrate your Spanish language proficiency at a level that will ensure your ability to perform properly the duties of the position. Only enough candidates to fill current vacancies will be called to the proficiency test.

Minimum Qualifications for taking the Open Competitive Examination:
Either 1. two years of qualifying experience*;
Or 2. an associate degree or higher in an approved area**;
Or 3. a current certification as a New York State Credentialed Alcoholism and Substance Abuse Counselor Trainee (CASAC-T).

Salary range is as follows:
ASAT PA Trainee (equated to grade NS/13) $50,844 to $61,548
ASAT PA Full title (equated to grade 14) $53,674 to $68,630
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
