Duties Description The Associate Accountant will report to a Supervising or a Principal Accountant and oversee the work of Senior Accountants in the Cost Allocation Unit. Duties include, but are not limited to, performing and reviewing assigned work on Personal Services and Non-Personal Services data related to the preparation of the agency's quarterly Medicaid Administration Claims and the yearly Indirect Cost Rates proposal for submission to the federal government, ensuring that the quality/integrity of the underlying data does not get compromised while going through the complex preparation process, keeping various key tasks - with at times competing deadlines - on track, and liaising the most efficient way with the various stakeholders within the Fiscal Management Group, DOH, and the state;
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Accountant, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Accountant, G-23 under section 70.1 of the NYS Civil Service Law.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Accountant, Senior Health Care Fiscal Analyst, or Management Specialist 1, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred Qualifications: Familiarity with Code of Federal Regulations related to federal grants in general and Part 200 in particular; familiarity with navigating Human resources transactions/reporting platforms, Intermediate to advanced skills in MS Suite, particularly in Excel and Access; experience with conducting data reconciliation, including working with high data volume and complex interconnected spreadsheets.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
