Duties Description This position functions as the Director of the Bureau of Fiscal Policy and Management. Duties will relate to the coordination and implementation of various programs across OHIP. The incumbent will be responsible for directing, managing and overseeing a growing staff of 40+ employees; provide expertise and advice to the OHIP executive team and other departments/agencies about policy decisions and implementation activities related to OHIP's contracts, audits and fiscal needs; Support the management and oversight of over 400 contracts within OHIP, including but not limited to the creation of new contracts and amendments to existing contracts as well as providing oversight of payment related vouchers and invoices associated with all expenditure plan and Non-Personnel Services (NPS) expenses; Supervise and develop direct reports, including developing direct report management and leadership skills within their areas of operation, and submit timely probation and performance evaluations while encouraging professional skills development; Assist with federal waiver and grant applications and implementation; Oversee all audits conducted by external organizations on the work performed by the OHIP including overseeing the audit process and ensuring the Office’s response addresses the findings of the audit and monitoring the implementation of the Office’s corrective action plan; Prepare Advance Planning Documents and tracking all Federal Financial Participation; other duties as requested.
Minimum Qualifications Eleven years of professional level work experience, two of which must have included managerial, decision-making, and/or oversight of a major health-related program or in the direction of a major administrative function of a large health related organization. A bachelor’s degree may be substituted for four years of the general professional experience; a master’s degree in an appropriate field may be substituted for an additional year of that experience.
Preferred Qualifications: The ideal candidate will have experience with State Finance Law, the Statewide Financial System, NYS Procurement guidelines and CMS and OIG audits. Excellent written and verbal communication skills. Demonstrated ability to successfully manage multiple priorities and assist a team of 40+ staff. Experience with Medicare and Medicaid services, procedures, processes and rules.
