Minimum Qualifications Three years of experience in government/public sector business case and benefit realization analysis.
Bachelor’s Degree or higher in Business Administration, Public Administration, Public Policy, or related field and may substitute for 2 years of experience.

Preferred skills:

• Knowledge of budget analysis and financial management.
• Knowledge of benefit realization tools and techniques.
• Knowledge of business cases writing tools and best practices.
• Knowledge of LEAN transformation model.

Duties Description This position will support the Integrated Eligibility System (IES) Governance Director in coordinating IES program budget and expense tracking; and developing and managing IES business cases, including analysis of IES program benefit realization and return on investment. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and local district partnerships. IES will provide a quick, simple, no-wrong-door customer experience that guides clients to take maximum advantage of available State programs. IES will serve as a flexible, statewide solution that supports state and local workers. IES will be a sustainable, accurate, and efficient system that strengthens agency performance and improves client outcomes. Duties include, but are not limited to:

• Lead analysis and reporting of IES benefit realization and return on investment initiatives.
• Review and write IES business cases.
• Monitor IES program budget and expense using standardized financial management tools.
• Review and write financial management deliverables, including change proposals, expense reports, and risk matrices.
• Provide updates to the Governance Director.
