Duties Description The Bureau of Narcotic Enforcement (BNE) is responsible for protecting the public health by allowing legitimate use of controlled substances in health care and combating the illegal use and trafficking of prescription-controlled substances. Consistent with the Innovating with Data to Address the Opioid Crisis proposal, the incumbent, in collaboration with internal partners, will be responsible for collecting, analyzing, and reporting on data related to the NYS Prescription Monitoring Program. The incumbent will provide information on patterns, trends and high-risk populations as well as perform surveillance on emerging trends. The Data Analyst 2, working within the Bureau’s Data Unit, will contribute to the development and oversight of epidemiological, surveillance, and evaluation activities including the research and adoption of modern methodologies, analytical tools and technologies for data analyses. The incumbent will develop surveillance reports, collaborate on assessment of existing and development of new indicators to support this initiative.
The incumbent will:
- Develop in-depth knowledge of the Bureau’s databases.
- Develop and maintain queries and scripts to extract and manipulate data for analysis.
- Lead analysis for performance measures.
- Perform complex statistical analyses of data and interpretation of results including descriptive analyses of available data at state, regional and county levels.
- Synthesize information and intelligence to predict trends and allow for appropriate and effective actionable items for recipients of reports (for various audiences)
- Develop data to action reports.
- Monitor progress of targeted interventions.
- Monitor and analyze data on suspicious activities reported throughout the state and country, particularly those in reference to diversion activities.
- Perform quality assurance testing on established data mining processes and document deficiencies.
- Collaborate with business units to collect data and requirements to create data visualizations and reporting.
- Create and maintain various dashboards and visualizations per specified requirements.
- Compose descriptive intelligence reports, both tactical and strategic, using analytical techniques and methods that document research, analysis, and tools utilized in support of operations and intelligence analysis.
- Disseminate and communicate the results and provide technical assistance to use data to guide strategic actions.
- Compile ad-hoc data analyses
- Provide supervision, guidance, and oversight to staff for the implementation of required activities.
- Plan and assign work and establish workload priorities.
- Review and evaluate performance.
- Other duties as assigned.
Minimum Qualifications Seven years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: Experience in SQL querying and scripting languages (SAS, SAS VIYA, Python, etc.)
Experience with data warehousing, data lakes, and data pipelines.
Proficient in data visualization tools (e.g., Tableau, ArcGIS, SAS Visual Analytics).
Advanced proficiency in Microsoft Office.
Experience working with complex datasets, including both structured and unstructured data.
Excellent communication and collaboration skills.
Strong problem-solving and analytical skills to identify and solve data-driven problems.
Ability to work independently and in a team environment.
Experience with public health and/or community-based research and evaluation techniques.
Ability to interpret and present complex analytical work to various audiences.
Additional Comments DOH’s Telecommuting Program for NYS DOH staff has been extended through June 30, 2026. The number of permissible telecommuting days for each employee, not to exceed 5 days per pay period, will be determined by the current work demands/assignments as well as program operational needs.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
