Duties Description Provide program management and grant contract oversight for Rural Health Transformation Program initiatives, participate in program planning and development, develop grant and vendor procurements.

Develop contract budgets and scopes of work, review proposed contracts for fiscal and programmatic correctness and adherence to State and Federal policies, lead the contract approval process with internal reviewers and external approval agencies.

Monitor grantee progress on meeting performance measures, review budget modifications and contract amendments to determine the impact on the contract and ensure continued compliance with applicable regulations, prepare and process purchase orders and contract requisitions in accordance with requirements.

Provide guidance, technical assistance and training to agency staff and/or grantees and vendors to facilitate the contracting processes, ensuring all control requirements are met; provide technical assistance and resources to support grantees.

Collect and analyze data for program reporting. Assist in preparing progress reports, funding applications, and other required submissions to the federal government and other entities.

Provide staff support to the external advisory workgroup, plan meeting logistics, assist in agenda development, and document meeting proceedings.

Other duties as assigned.

Minimum Qualifications Bachelor’s degree and three years of experience in program policy and administration development and implementation for a health-related organization or health-related program.

Education substitution: Four years of specialized experience or an associate degree and two years of specialized experience may substitute for the bachelor’s degree.

Experience substitution: J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: Demonstrated experience working on state and federal program contracts.
Demonstrated current knowledge of rural health issues, initiatives, and resources.
Experience administering or federal cooperative agreements or grants.
Excellent analytical, organizational, and planning skills.
Excellent interpersonal, influencing, written and oral communication skills.
Experience working with advisory groups or boards.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
