Duties Description As a Traffic Systems Technician 2, you would oversee and participate in the troubleshooting, diagnosis and repair of malfunctioning signal equipment and ITS devices, in both field and shop settings; maintain the stand by schedule and the crew's response to signal and ITS device malfunction; direct and/or schedule installation and testing of 2070 controller programs; plan and implement a periodic inspection program of all regional traffic signals and ITS devices (including those installed by private contractors); plan, schedule and coordinate signal modification and construction projects; manage DOT responses to Dig Safely New York requests for facility mark out; oversee asset management and work order systems; manage materials and equipment inventory; train subordinates in safety policies and procedures and ensure compliance; prepare performance programs and evaluations; review attendance and approve leave requests; manage subordinates' participation in job training and skill development; provide expertise in review and design of construction plans; manage the field placement of portable traffic signals; and assist with parkway, street, and tunnel and other lighting.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional:
You must be a qualified employee of the New York State Department of Transportation and have had one year of permanent competitive service or 55-b/55-c service as a Traffic Systems Technician 1.
Open Competitive:
Either 1. 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, electronic technology, HVAC, overhead electric line worker or network technology and two years of experience described in #2 below, one year of which is at a supervisory level;
Or 2. Four years of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial, or military electronic/electrical integrated system components, telecommunication/network cable systems, or machinist trade work, one year of which is at a supervisory level;
Or 3. military training in an electronics field including completion of an electronic/electrical school program AND three years of the experience described in #2 above, one year of which is at a supervisory level;
Or 4. graduation from a high school trades program, a BOCES program recognized by an education authority, or any accredited U.S. trade school having completed a technical electricity/electronics, heavy equipment operation maintenance and repair, manufacturer and machining, entertainment technology, diesel technology, HVAC/R, network technology, automotive technology, or construction trades program AND three years of the experience described in #2 above, one year of which is at a supervisory level.
Or 5. Completion of a Union Applied Skills Trades program in electricity and three years of the experience described in #2 above, one year of which is at a supervisory level.
Appointees are required to maintain a valid NYS Class B CDL license with no airbrake restriction.
All candidates must pass a pre-employment physical/medical examination and drug test prior to beginning employment. Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Traffic Systems Technician 1, SG-14.
Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
