Duties Description Under the supervision of Taxpayer Services Specialist 4, the Taxpayer Service Specialist will be required to perform the following essential functions:

Provide day-to-day direction, leadership, and management of operations in alignment with the Department’s strategic plan and the Division’s operation plan. In this role, the incumbent must possess the skills to manage self, people, and process.

Interact with section supervisors, Divisions, and taxpayers in a professional and cooperative manner.

The incumbent must be able to communicate well both verbally and in writing.

Incumbents must support, through action and example, official policy and programs.

The incumbent must complete all required reports in a timely fashion.

Oversee and direct the optimal usage of personnel, by assigning staff, setting, and meeting program performance goals.

Establish reporting mechanisms to measure and monitor volume of work received, work in progress, completed work, efficiency of systems and section operational levels.

Evaluate and monitor operations; establish priorities to ensure that the program operates at optimum capacity; develop quality control methods and procedures; evaluate staff efficiency and adjust work assignments as necessary to improve operations and avoid backlogs.

Analyze data and develop written reports for management.

Retrieve and use information from various departmental systems and software to enter data, gather information, produce reports, access files and databases.

Make recommendations to management for process improvements.

Review and disseminate changes in Department, Division or Bureau policy or procedures to subordinate staff.

Identify training needs and may personally develop and conduct formal classroom or on-the-job training for staff.

Write performance evaluations and assist in counseling and disciplinary actions as necessary.

Adhere to the Time and Attendance rules and regulations of the Department.

Minimum Qualifications The ability to fill this/ these position(s) is subject to DOB guidelines for processing personnel transactions. Note: A budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same Department or to change line items within the same funding source; or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
