Duties Description The NYS Canal Corporation is seeking candidates for a position of Office Assistant 2 (Keyboarding) at the Waterford Section. Performing a variety of administrative office tasks in the Section Office, the incumbent will be required to:
• Process payroll documents and initiates transactions for processing by NYPA payroll.
• Administer and perform various compensation and salary related actions on behalf of the Canal Section for processing by NYPA Payroll including, but not limited to:
o Reconcile anticipated overtime payments against overtime hours worked, ensuring that the payments are consistent with the hours charged against.
o Review eligibility for contractually negotiated compensation payments, such as the navigation stipend, and submits the transactions to NYPA payroll to begin and cease payments to employees as appropriate.
o Submit requests for situations approved by the regional Professional Engineer 4 (C/T) for Out of Title payments when employees are performing Out of Title work at a higher grade level. Processes requests approved by Human Resources and NYPA Payroll, ensuring that the Out of Title pay is received for a specific approved period of time, and notifies the Program Aide, Canal Section Superintendent, and Administrative Officer if the Out of Title scenario is ending or if it needs to be extended with another request.
o Coordinate with NYPA Payroll and communicates with impacted employees in instances of back salary awards, penalties and garnishments in accordance with court orders, and disciplinary proceedings that lead to financial penalties via settlements and/or arbitration.
o Calculate and submit for processing by NYPA payroll instances of holiday pay for permanent and seasonal employees, instances of lost time and/or unauthorized leave, etc.
• Perform activities related to the administration and communication of Canals time and attendance program for the assigned Canal Section.
o Serves as timekeeper for the Canal Section, entering information on timesheets for employees absent on leave, vacation, etc. for submission to NYPA Payroll.
o Initiates requests with Human Resources to transfer employee accruals balances from an employee’s former agency to Canals upon the transfer of a current State employee.
o Audits employee accruals balances to ensure that they are earning the correct amounts consistent with Canals’ time & attendance rules and negotiated agreements. Handles inquiries from employees regarding accruals usage and balances, referring the more complex inquiries and/or unresolved situations to Human Resources and to NYPA Payroll via the My HR+ system.
• May assist with ordering and maintaining office supplies for the Canal Section, and orders and maintains/reconciles other necessary supplies for the Section such as automobile fuel, marine fuel, and road salt.
• Serves as a back-up to the Program Aide within the Canal Section, as necessary and appropriate.

Minimum Qualifications Competitive:
Candidates must be reachable for appointment on the current Civil Service eligible list OR have one year of permanent competitive or 55b/c service in a title eligible for transfer via Section 70.1 of the Civil Service Law.
Non-Competitive Promotion:
If there are three or fewer qualified candidates interested in this position, a permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law, for a qualified Canal Corporation employee who meets the minimum qualifications for the position.
Candidates must be qualified employees of the New York State Canal Corporation and have one year of permanent competitive or 55-b/55-c service as a Law Department Document Specialist Trainee 1, Law Department Document Specialist Trainee 2, Office Assistant 1 Keyboarding, Office Assistant 1 Keyboarding (Chinese Language) or Office Assistant 1 Keyboarding (Spanish Language).
