Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Project Manager 1, G-23 or in a position at the G-21 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Preferred Qualifications:
• Ability to manage project budget using cost estimating tools, designs and implements quality metrics to analyze project performance
Duties Description Under the direction of a Project Manager 4, the Project Manager 1 will be a key member of the Project Management Office (PMO) within the Administrative and General Services (AGS) cluster and will be responsible for leading investment requests (projects and enhancements) of small to medium scope and will assist in coordinating portions of ITS enterprise initiatives. The incumbent will assist with the management of the AGS project portfolio using appropriate portfolio management tools. Duties include, but are not limited to, the following:
• Provide support for portfolio management including the collection, collation, and delivery of data for portfolio reports.
• Perform initial review of project proposals and provides feedback to the proposal creator, ITS and/or project sponsor based on ITS project standards and best practices.
• Utilize portfolio management tools to gather and maintain resource allocations for projections on future availability and report on actual usage for staff resource planning.
• Manage projects and/or enhancements through all phases of the project management lifecycle, applying NYS project management methodology as refined for ITS.
• Develop detailed project scope statements, and document project requirements for projects by eliciting project goals, information needs, and relative project priorities from end users, subjects experts and others.
• Coordinate/facilitate meetings with the project sponsor and relevant representatives and all stakeholders to review project proposal, goals, and intended deliverables.
• Develop project schedules using project schedule software, identifying milestones, dependencies and critical path, identifying alternatives for accommodating resource conflicts and/or compressing scheduled, if required, and any risks associated with those alternatives,
• Balance resource alternatives and potential solutions, document and present resource needs to management and coordinates project activities with those program areas
• Develop project communication plans, comply with detailed project reports and communicate project status to stakeholders
• Direct or coordinate the activities of project staff, identify risks and their potential impact on the project.
• Perform a full range of supervisory duties.
Additional Comments This Office of Information Technology Services (ITS) position will be assigned to the Administrative and General Services Cluster.
