Duties Description The incumbent of this position will shadow the current Administrative Specialist 1.This is a six-month temporary budgeted item with the likelihood of leading to a permanent position. Details will be discussed at the interview.

The incumbent manages and processes all personnel transactions for the Region. This includes preparing and/or reviewing each transaction for, posting of positions, securing approval to fill, seniority issues and contract compliance.

The incumbent reviews classification requests and makes recommendations for changes when appropriate.

The incumbent analyzes and makes recommendations to Regional staff on issues such as classifications, diversity and inclusion and performance evaluations. The incumbent advises as to the appropriate counseling and discipline process where necessary.

The incumbent provides information about employee benefits and obtains assistance in resolving problems. The incumbent answers questions from Regional Managers and staff regarding personnel laws, policies, time and attendance rules, and practices.

The incumbent works closely with all Regional Program Supervisors for hiring and transitioning of regional seasonal hourly staff, volunteers, and interns.

The incumbent works closely with Office of Employee Relations and Supervisors regarding confidential labor relations matters, work-life services, and training and professional development.

Regional Coordinator for Forms, Records Management, Property Management, and Training:

The incumbent maintains the Records Retention Schedule for the Region. Requests for records to be retrieved from the Record's Center are processed through the incumbent. The incumbent maintains the Property Management transactions for the Region. Special training needs are coordinated by the incumbent. Incumbent also serves as the Training Contact for regional training compliance.

Supervision:

The incumbent provides direct supervision to the Regional FOIL Coordinator, who is responsible for all Freedom of Information requests and coordinates information and/or responses. Supervises various other Regional Administration staff in in Headquarters and suboffices.

Internal Controls Liaison:

The incumbent coordinates the submission of the annual Internal Controls Review for the Region.

Regional Liaison for Reduction in Force:

In the event of a RIF, the incumbent would work closely with the Personnel Office and Regional staff. This includes discussions regarding potential reassignments, displacements, and employee rights and options available to them.

Minimum Qualifications Minimum qualifications for Administrative Specialist 1/Trainee

Reassignment

- Currently in the title of Administrative Specialist 1 and an employee of DEC or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or Transfer Eligible

- One year of permanent competitive service at Salary Grade 11 or higher AND EITHER:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position.

Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT” or

Eligible for transfer under Section 70.1: Permanent competitive service as an Administrative Specialist 1, Program Aide, Head Clerk, Legal Assistant 1 & 2 and Trainee 1, Office Assistant 3, Office Assistant 3 (Calculations), Secretary 1 & 2, Management Specialist 1. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT".

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): Bachelor's degree.

55-b/55-c Candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
