One year of permanent competitive service in a position at the SG-21 level or above designated administrative pursuant to Section 52.6 of the Civil Service Law.
Duties Description This position is located in the Vulnerable Person Central Register (VPCR) Resource Unit, within the Office of Program and Policy. The incumbent would supervise the unit which is responsible for answering questions from internal and external users of the agency’s Siebel-based case management system and for developing and providing training and training materials to these users in a variety of formats. The unit is also responsible for maintaining system procedural manuals and functional design documents and for providing timely communication and training when changes are made to the system. The candidate will supervise two grade 18 staff members; identify overall system training needs and coordinate training programs; identify problems and recommend changes for improved business processes and performance; communicate and coordinate training efforts with partners and stakeholders; evaluate training courses through appropriate tools and revise as needed.
Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies.
The following list outlines several of the Justice Center’s key responsibilities:
• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
