Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4 (Database), G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Duties Description This position will be responsible for the development and maintenance of Office of Medicaid Inspector General (OMIG) custom applications and Oracle Business Intelligence Enterprise Edition (OBIEE) dashboard. This individual will serve as lead developer and coordinate the work of the C# development team among other duties. Reporting directly to a Manager Information Technology Services 1, SG-27, within the Health Cluster, the incumbent will perform the duties listed below.
Duties include, but will not be limited to:
• Serve as the lead developer for the OMIG’s Fraud Activities Comprehensive Tracking System (FACTS);
• Supervise a team of C# developers to assure tasks and projects are completed timely and coded efficiently;
• Develop and maintain the OMIG’s FACTS Web-based application in C#/.Net;
• Maintain and expand the OBIEE dashboard to meet the reporting business needs of OMIG, including working with the Health cluster’s OBIEE reporting team on new enhancements and system upgrades;
• Monitor and facilitate the coordination of work between two or more project teams including assigning staff resources as needed to address project priorities and workload;
• Coordinate with the testing, migration, Database Analyst, Business Analyst, and Project Management teams to assure all enhancements and bugs are coded, tested, and migrated to production in a timely and accurate fashion;
• Provide ad-hoc reporting support for OMIG business units;
• Identify application problems or aberrations;
• Follow up on action requirements;
• Document imaging technical support and customization;
• Provide on-site help to FACTS users including writing detailed SQL queries to extract system data;
• Supervise and write application software, data analysis, data access, data structures, data manipulation, testing, de-bugging, implementation and documentation of Web-based tracking systems;
• Develop Web-based reports using a combination of HTML, Crystal Reports, Component One and PDF;
• Assure all code is backed up and included in the source safe environment for security and organization purposes;
• Perform object-oriented design and implementation;
• Design and develop solutions to integrate customers with the company’s platform;
• Contribute to improving best practices and the overall software development process;
• Advise and assist customers with development and design tasks;
• Present material during technical workshops.
