Duties Description Under the general direction of the Division Director, M4, the Senior Budgeting Analyst will perform the following duties:
• Perform analysis of assigned program areas to develop budget estimates and justifications; discuss results of this analysis and recommendations to higher-level program staff, Parks Finance Bureau, Facility Manager, and DHP senior staff.
• Participate in discussions with program staff and develop allocation recommendations for assigned program areas; communicate with senior staff on methodology and justifications of requests, flagging issues related to budget requests and program performances that may have fiscal implications.
• Assist program staff in the preparation of spending requests to ensure proper justifications, accounting, and fiscal compliance is met prior to senior staff approvals.
• Assist with monitoring spending in program areas; prepare reports on personal service and non-personal service spending, including projections of future spending. Perform analysis to determine if savings can be realized; review spending activities against spending plans so that issues can be identified.
• Coordinate with program staff, Facility Manager, and DHP leadership to manage the availability of resources.
• Prepare budget journals and general ledger journals in SFS (Statewide Financial System) to resolve funding problems.
• Analyze assigned new legislation, new acquisitions, program enhancements, and facility operations for fiscal impacts.
• Oversee and track accurate and timely payments of fees associated with the Historic Tax Credit program; coordinate with National Park Service staff and tax credit users to ensure that all payment obligations have been met and accurate financial data has been recorded to ensure successful project completions.
• Coordination with Tax Credit program users on fiscal transferability requirements and manage transfer of fiscal compliance documents to the NYS Department of Taxation of Finance.
• Analyze Historic Tax Credit program’s fiscal impact for NYS; participate in annual economic impact report preparation; prepare appropriate program fiscal data for delivery to constituents via FOIL.
• Collaborate with the National Heritage Trust to coordinate and manage joint programs and funds.

Minimum Qualifications Permanent Competitive Appointment: To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

To be considered for a Permanent Non-Competitive appointment through NY HELPS***, or 55 b/c, candidates must meet the minimum qualifications for this position.

The qualifications are:
Budgeting Analyst Trainee 1, NS EQ SG 14:
Four years of experience in budget estimation, justification, and expenditure control functions.

The advanced placement qualifications are:

Budgeting Analyst Trainee 2, NS EQ SG 16:
Five years of experience in budget estimation, justification, and expenditure control functions.

Senior Budgeting Analyst, SG-18:
Five years of experience in budget estimation, justification, and expenditure control functions.

NOTE: At the agency’s discretion, advanced placement to the Trainee 2 or journey level may be possible depending on education and pending Civil Service.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Subsequent 55-b/c Qualifications:

A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher and have a current Civil Service 55-b/c letter of eligibility. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Senior Budgeting Analyst or Budgeting Analyst Trainee 1/2.

52.6 or 70.1 Transfer Qualifications:

In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

***For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
