Duties Description The HPA 1 will manage a team in the Fiscal Management Sections the Bureau of Fiscal Policy and Management, Office of Health Insurance Programs (OHIP). Key responsibilities include: Provide program and work-direction oversight for health care financing budget modeling activities, ensuring analytic methods, assumptions, and outputs are accurate, defensible, and delivered on schedule; Establish and maintain standardized procedures and controls for evaluating cost effectiveness and efficiency in health care financing systems, including documentation requirements and quality assurance checkpoints; Lead analysis and monitoring of health care financing changes impacting the Global Cap, ensuring timely identification of fiscal risks, trend drivers, and required mitigation options for management review; Review financing program operations for alignment with executive direction and fiscal policy, and recommend improvements to policies, procedures, and analytic workflows to strengthen compliance and performance; Act as approver and quality assurance for all SFS transactions; Coordinate audit preparedness and response activities for internal and external reviews, including organizing supporting documentation, validating requested datasets, and ensuring consistent, accurate follow-through to findings; Direct the assembly, validation, and summarization of financing and utilization data into management-ready reports on financial status, projections, and risk posture to support budget planning and decision-making; Supervise or coordinate staff and/or contractor work products supporting these functions, including assigning priorities, resolving obstacles, and ensuring consistent application of standards across analyses and reports; Serve as the primary liaison with program, fiscal, and data stakeholders to obtain required inputs, resolve data discrepancies, and align reporting timelines with budget cycle and leadership needs.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, SG-23. OR: New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, SG-23, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Demonstrated experience overseeing or leading complex budget modeling and forecasting work using health care financing and utilization data. Strong knowledge of Medicaid financing concepts and New York State health care budgeting constructs.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
