Duties Description Under the general direction of the Safety and Health Program Manager 2, the Safety and Health Program Manager 1 will:
• Plan, direct, administer and supervise the Statewide activities of the Program
• Coordinate Enforcement of Safety Regulations
• Develop, implement, and conduct Statewide consultative services
• Assure uniformity of consultative methods and procedures and their conformity with US DOL, OSHA procedures and policies
• Publicize the consultative program
• Establish target groups
• Program evaluation and development
• Coordinate work assignments
• Plan staff development and training
• Supervise staff
• Develop technical tools for program management
• Administer fee collections
• Prepare reports
• Monitor program activities
• Investigate complaints
• Recommend policy and procedure based on program review
Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Safety and Health Program Manager 1; if you have less than one year, you must be reachable on the current Safety and Health Program Manager 1 eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Associate Industrial Hygienist, Associate Safety and Health Inspector, Professional Engineer 1 (Industrial), Senior Safety and Health Engineer, Or Supervising Safety and Health Inspector. If 3 or fewer qualified Department of Labor Associate Industrial Hygienist, Associate Safety and Health Inspector, Professional Engineer 1 (Industrial), Senior Safety and Health Engineer, Or Supervising Safety and Health Inspector respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Associate Industrial Hygienist, Associate Safety and Health Inspector, Professional Engineer 1 (Industrial), Senior Safety and Health Engineer, Or Supervising Safety and Health Inspector without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Associate Industrial Hygienist or a Supervising Safety and Health Inspector.

Provisional Qualifications: The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently. This is for internal DOL employees only in one of the direct line titles Associate Industrial Hygienist, Supervising Safety and Health Inspector, Associate Radiophysicist, Supervising Boiler Inspector, Senior Safety and Health Engineer or Associate Safety and Health Inspector.

Additionally, in accordance with Civil Service Law, provisional service immediately prior to a permanent appointment to this title is now credited towards the completion of probation upon permanent appointment.

Ability to initiate and maintain relationships across a diverse set of stakeholders. (This language must be on all postings; other preferred qualifications may be added as needed)
Additional Comments This position may require a fingerprint background check prior to appointment.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
