Duties Description The MAS 2 is a supervisory position within the Bureau of Specialized Services for Children (BSSC). The incumbent will assist with the oversight and management of administrative functions for the following programs and services for Medicaid members birth to age 21 years old: Health Home Serving Children’s (HHSC) program, the 1915 (c) Children’s Waiver of Home and Community Based Services (HCBS), Children and Family Treatment and Supportive Services (CFTSS), and 29-I Health Facilities by foster care agencies. This position will oversee and coordinate policy and guidance development, state plan amendments and waiver coordination, provider communications, website updates, forms and translations, and FOIL requests. This will include establishing bureau procedures, developing and maintaining tracking systems and workplans, and analyzing outputs and developing reports. The incumbent will also participate in procurements, routine contract management functions and liaise with the contract unit. This position will collaborate with all teams within the Bureau to ensure work is progressing and deadlines are met. Other activities may be deemed necessary in response to the changing needs of OHIP.

Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, G-23.

Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.

Preferred Qualifications: The preferred candidate must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with internal and external stakeholders. In addition, the ideal candidate possesses strong analytical and computers skills, has experience with NYS procurements and contracting, and has the ability to coordinate and manage multiple activities.

Additional Comments The Bureau of Specialized Services for Children develops programs and services specific to children/youth needs. Many of the populations served within these programs and services have complex needs, i.e., medically fragile, dual diagnosis, etc. Therefore, new services are being developed and oversight and monitoring of these programs and services is necessary to ensure proper implementation and service delivery to Medicaid members and in which many are performed by licensed professionals.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
