Duties Description The Utility Analyst 1 (Cyber Security), Grade 18, will be assigned to the Utility Security Section of the Office of Resilience, Utility Security, Nuclear Affairs, and Emergency Preparedness (OREP), and will perform duties that include, but are not limited to:
• Conducting utility cyber assessments and inspections and reviewing existing utility vulnerability studies and security plans.
• Assisting in the examination of utility company cybersecurity plans.
• Writing reports detailing inspection findings.
• Researching and reporting recommended changes in cybersecurity practices, including recommendations for the development of new plans and practices.
• Interacting with numerous State and federal agencies including, but not limited to, federal Department of Energy, the Nuclear Regulatory Commission, the Federal Department of Transportation – Office of Pipeline Safety, the State Emergency Management Office, the Office of Information Technology Services, the Division of Homeland Security and Emergency Services, the Division of Military and Naval Affairs, as well as industry organizations such as the North American Electric Reliability Corporation (NERC).
• Working with other staff to carry out tasks related to the utility cybersecurity mission.
• Assisting the Utility Analyst 2 (Cyber Security) in performing utility security review during rate case determinations, including testimony preparation and Article VII and other siting evaluations.

Minimum Qualifications General Public
Non-Competitive (NY HELPS)**:
For appointment to a Utility Analyst (Cyber Security) Trainee 1, you must have four years of experience in one or more of the following operation technology activities: computer program analysis, data communication, and systems administration in information systems security; and analysis of information systems, applications, designs, program and information system testing, information systems maintenance and implementation and cyber security policies and procedures.

For appointment to a Utility Analyst (Cyber Security) Trainee 2, you must have five years of experience in one or more of the following operation technology activities: computer program analysis, data communication, and systems administration in information systems security; and analysis of information systems, applications, designs, program and information system testing, information systems maintenance and implementation and cyber security policies and procedures.

For appointment to a Utility Analyst 1 (Cyber Security), Grade 18, you must have six years of experience in one or more of the following operation technology activities: computer program analysis, data communication, and systems administration in information systems security; and analysis of information systems, applications, designs, program and information system testing, information systems maintenance and implementation and cyber security policies and procedures.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

**This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The primary location for this position is either Albany or New York City. If the position is filled in the New York City location, the salary range above would increase by the Downstate Adjustment of $4,000.

This position will require at least 10% travel which requires possession of a valid driver’s license.
