Duties Description Under the general supervision of the Director of Human Resources, the incumbent will assist in overseeing staff in planning, directing and evaluating the agency’s personnel program and in other areas of human resources. Duties will include but are not limited to:
• Serving as expert advisor to the Director and executive management on human resources issues.
• Support executive management's vision by aligning human resources functional areas with organizational goals.
• Plan, organize, develop and direct the staffing, position classification, and employee services program for the agency.
• Serve as an advisor to agency management in matters relating to staffing, appropriate titles, salaries, and job requirements.
• Participate in implementing organizational development strategies, including succession planning, leadership development, programs restructuring, and change management.
• Manage an effective employee relations program; implements an effective communication plan to keep employees up to date on organizational changes, new or modified policies and procedures, and other issues affecting the workplace.
• Participate as a member of management's team in the negotiation process and in Labor/Management Committee discussions where the subject is directly related to human resources.
• Represent the agency in resolving major issues with agencies such as the Department of Civil Service, the Office of the State Comptroller, the Governor's Office of Employee Relations, and the Division of the Budget.
• Develop and supervise staff in the implementation of procedures for canvassing eligible lists; interviewing candidates to determine suitability for positions; and arranging for line supervisory participation in employment interviews.
• Assist the Director or executive staff in a variety of tasks, including responding to Division of Budget call letters, developing strategic and annual plans, and directing workforce planning initiatives for the agency.
• Confer with program managers to discuss solutions for improving the work performance of employees. Coach managers and employees in addressing performance issues.
• In collaboration with Director Human Resources, ensure all human resources activities comply with federal and State laws, rules and regulations.
• Supervise the administration of the employee benefits, employee recognition, and agency health and safety programs, which may be performed by an enterprise service provider.
• Plan, direct, supervise, and coordinate the work activities of subordinate professional and clerical staff.
• Supervise the processing of employee transactions to ensure compliance with Civil Service Law, rules and regulations.
• Oversee or coordinate the processing and maintenance of employee and payroll records.
• Directing the Commission’s training and staff development and training program including administering or conducting oversight of relevant mandatory training.
• Ensuring the Commission has appropriate qualified coordinators for various human rights initiatives and activities, including:
o Reasonable Accommodations
o Domestic Violence Prevention
o Americans with Disabilities
o Diversity, Equity, Inclusion and Accessibility
o Employee Assistance Program
• Perform other duties as directed to facilitate the effectiveness and efficiency operation of the agency’s human resource functions.

Minimum Qualifications MUST BE A CURRENT NEW YORK STATE EMPLOYEE.

Transfer Qualification: Must have current or prior permanent service as New York State employee eligible for transfer under Section 52.6 of the Civil Service Law. Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.

Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
