Duties Description This item is on the IT Financial Management Team in the Bureau of IT Business Management within the Chief Information Office.
• Procure all CIO and OSC IT requests in compliance with State Finance Law, OGS guidelines, and OSC policies.
• Coordinate with CIO, Finance, and vendors to develop, review, and process procurements/contracts.
• Track procurements, renewals, and assist with invoice reviews.
• Provide guidance on procurements, maintain documentation, and support process improvement.
• Monitor vendor performance, resolve issues, and communicate timely with stakeholders.

For appointment to the Contract Management Specialist Trainee 1, you must have:
• Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For appointment to the Contract Management Specialist Trainee 2, you must have:
• Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For appointment to the Contract Management Specialist 1 (SG-18), you must have:
• Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Education Substitution:
• An associates degree in a related field may substitute for two years of experience listed above
• A bachelor’s degree in a related field may substitute for four years of experience listed above
• A master’s degree in a related field may substitute for five years of experience listed above
• A doctorate degree in a related field may substitute for six years of experience listed above
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Contract Management Specialist 1 (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
Traineeship salary information:
The position may be filled at the Contract Management Specialist Trainee 1 equated to SG-14 ($53,764), Contract Management Specialist Trainee 2 equated to SG-16 ($59,994), or full performance Contract Management Specialist 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Contract Management Specialist 1 SG-18 following successful completion of the traineeship.
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
• Knowledge of New York State procurement process, State Finance Law, Office of General Services (OGS) Statewide Contracts and the Statewide Financial System (SFS).
• Demonstrated exceptional analytical and organizational skills.
• Excellent interpersonal skills, including oral and written communication, and the ability to effectively communicate with diverse audiences.
• Demonstrated proficiency with Microsoft Excel and Word, and willingness and ability to learn new applications.
• Detail oriented, and the ability to manage multiple tasks, prioritize competing requests and meet deadlines.
• Demonstrated ability to provide training, feedback, and guidance.
• Demonstrated ability to work collaboratively as part of a team.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
