Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services (PIMS) is seeking candidates for an Information Technology Specialist 4 (Systems Programming) position in the Office of Information Technology Services (ITS). The incumbent of this position will act as technical lead and architect on current Regent Exam, School Building Project, and Library Grant Java applications as they transition towards modernization projects. Duties of these positions include, but are not limited to, the following:
• Define standard processes and procedures for maintaining applications;
• Design and manage system architecture, serve as the technical coordinator with various IT teams and provide technical recommendations to streamline system processes and data exchanges;
• Design/develop technical components critical to system implementation;
• Develop roadmaps for projects and risk documents for all applications;
• Identify database requirements and coordinate the setup of the required databases and modifications with the ITS technical teams. Develop logical data models and Entity Relationship Diagrams;
• Communicate effectively with all levels of the team, including developers, project managers, clients, and executive level staff;
• Provide guidance, direction, and supervision of Information Technology Specialist 3 (Programming) staff and aid staff with professional development of technical and non-technical skill sets;
• Exhibit strong working knowledge of Java, Spring Boot, and Vue. Display proficiency with software development project estimation/agreed tolerances and agile software development;
• Supervise, mentor, and build technical skill sets of subordinate staff.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) Information Technology Specialist 4 (Systems Programming).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
