Duties Description Position Overview
The Finance Secretary for the New York State Senate Minority Conference serves as the Conference’s lead advisor and coordinator on the New York State budget. This position is responsible for overseeing the Conference’s analysis, strategy, and engagement throughout the annual state budget process, including review of the Executive Budget, the Legislative One House Budgets, development of Conference priorities, and review and analysis of the Enacted Budget.
The Finance Secretary works closely with Conference leadership, members, and staff to evaluate budget proposals, track spending, and develop fiscally responsible alternatives. The position plays a central role in ensuring members are informed on budget policy, fiscal impacts, and legislative strategy during negotiations and throughout the fiscal year.
Key Responsibilities
Budget Oversight and Analysis
•Lead the Senate Minority Conference’s review and analysis of the annual Executive Budget submitted by the Governor and the Enacted Budget
•Coordinate Conference strategy and policy positions related to the state budget
•Oversee fiscal analysis of budget proposals, appropriations bills, and revenue plans
•Identify fiscal impacts, cost drivers, and policy implications of major spending initiatives
•Manage staff through completion of complex projects
Budget Process Management
•Coordinate the Conference’s participation in the state budget process, including hearings, and conference committees
•Track budget timelines, amendments, and legislative actions during the budget cycle
•Serve as the primary liaison between the Conference and fiscal staff from the Senate, Assembly, and Executive Branch
•Ensure Conference members receive timely briefings, summaries, and analysis of budget developments.
Policy Development and Strategy
•Assist Conference leadership in developing fiscal policy priorities and alternative budget proposals
•Provide strategic guidance on spending restraint, fiscal reforms, and cost-saving initiatives
•Work with committee staff and policy advisors to develop legislative responses to budget proposals
Member Support and Communication
•Prepare budget briefings, reports, and talking points for Conference members
•Support members during budget hearings and floor debates
•Coordinate with communications staff to ensure accurate messaging regarding budget policy and fiscal issues.
Minimum Qualifications Qualifications
•Bachelor’s degree in Public Policy, Finance, Economics, Public Administration, or a related field preferred
•Experience in government budgeting, fiscal policy, or legislative analysis
•Strong understanding of the New York State budget process and appropriations structure
•Exceptional analytical, organizational, and strategic planning skills
•Strong communications skills and an ability to work well with others
•Ability to work in a fast-paced, high-pressure legislative environment, particularly during the state budget cycle
•Strong written and verbal communication skills.
Preferred Experience
•Experience working in a state legislature, government budget office, or fiscal policy organization
•Familiarity with appropriations, revenue forecasting, and state financial planning
•Experience advising elected officials or senior policymakers.

Additional Comments The salary range is $125,000 to $145,000, commensurate with education and experience.
