Duties Description Training Specialist 1 is responsible for designing, developing, delivering, and evaluating training and professional development programs that support the mission, priorities, and workforce development needs of the Department of State. The incumbent will work under the direction of supervisory staff to develop instructional materials, facilitate in-person, virtual, and hybrid training sessions, and support agency-wide onboarding, compliance, and professional development initiatives. The position plays a critical role in expanding the Training Unit's capacity to meet growing training demands across all divisions.

Training Development & Delivery:

• Design and develop instructor-led, virtual, and hybrid training programs aligned with agency priorities and workforce needs.
• Prepare lesson plans, training materials, presentations, and participant resources.
• Deliver training sessions to staff across multiple divisions, and participant resources.
• Adapt and update existing curriculum to reflect policy changes, organizational needs, and participant feedback.

Program Support & Coordination:

• Assist in planning and coordinating agency-wide training initiatives and professional development programs.
• Support onboarding and compliance training efforts for new and existing employees.
• Coordinate logistics for training sessions, including scheduling, materials preparation, and room or platform setup.

Technology & Training Operations:

• Utilize the Statewide Learning Management System (SLMS) to support course setup, tracking, and reporting.
• Assist with virtual training platforms (e.g. WebEx, MS Teams) to ensure smooth delivery and participant engagement.
• Support basic troubleshooting related to training technology and delivery tools.

Assessment & Evaluation:

• Collect and review training feedback, evaluations, and participation data.
• Assist with assessing training effectiveness and identifying opportunities for improvement.
• Support the preparation of summaries and reports related to training outcomes and participation.

Collaboration & Communication:

• Work collaboratively with supervisors, managers, and subject matter experts to identify training needs.
• Assist with drafting and distributing training announcements and communications.
• Respond to training-related inquiries in coordination with Training Unit staff.

Other Duties:

• Assist with special projects related to training and workforce development.
• Perform other duties as assigned in support of the Department’s training mission.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:

NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The minimum qualifications for Non-Competitive appointment are:

Training Specialist Trainee 1:
Four years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

Or*

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Training Specialist Trainee 2:
Five years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

Or*

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Full Title:
Six years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

*Or

COMPETITIVE MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.

TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.
