Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4 OR in a position at G-23 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a position approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.

Duties Description The Information Technology Specialist 4 will function as a Technical team leader in the Public Safety Cluster (PSC) Enterprise Architecture group for portal applications and business services, with responsibilities as team lead, application development and support, and initial analysis of business requirements and requests, and system design. The incumbent will have an initial focus in the Law Enforcement business area, but can also be deployed to other areas in PSC as needed. Duties include, but are not limited to, the following:

• Perform and direct systems analysis, design, and application program development, and maintenance, implementation, and quality assurance activities
• Supervise the development and delivery of critical applications for the Integrated Justice Portal and Business Services for New York State Police, statewide law enforcement users, and other public safety users. Some key systems that are delivered and supported under this position include the law enforcement portal development, integration broker, business service development, common service coordination, and other web-based applications
• Provide a technical liaison and leadership role for a broad base of public safety customers utilizing portal and web applications
• Insure customer service levels and expectations are met, prioritize requests and operational efforts, escalate issues as appropriate, determine resource requirements, and work with key business areas of public safety
• Support a number of functional areas and technical platforms for applications, including the standards and processes of ITS and the Public Safety Cluster
