MINIMUM QUALIFICATIONS:
Candidates must be reachable on the current Civil Service eligible list (PATT or PCO, PMI) or be eligible to 52.6 transfer. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a title designated as 52.6 transfer eligible. Some examples of 52.6 titles are: Agency Training & Development Specialist 1, Senior Budgeting Analyst, Senior Staffing Services Representative or Senior Administrative Analyst.
Duties Description Under the direction of the Deputy Commissioner for Workforce and Talent Management, the position is responsible for planning and coordinating the human resources program for the Office for People With Developmental Disabilities (OPWDD). The incumbent will have a key role in maintaining an adequate and competent work force. Duties and responsibilities include, but are not limited to the following:
• Manage personnel programs/initiatives: planning, organizing, coordinating and implementing.
• Monitor the status of all programs/initiatives.
• Develop metrics and conduct periodic evaluations of programs.
• Provide reports, analyze data and provide recommendation where needed.
• Develop training programs and training materials, as needed.
• Interpret various personnel policies/procedures, State and Federal regulations, Civil Service Law and Labor agreements, etc.
• Represent the division in external and internal meetings.
• Liaison with other divisions within OPWDD.
• Proactively manage performance management and improvement systems.
• Actively participate in policy development, procedures development and implementation, as needed.
• Prepare correspondence regarding procedure or policy as needed.
• Prepare or supervise the preparation of various personnel reports and related correspondence.
• Coordinate meetings and communications.
• Supervise a subordinate staff of interns, trainees and clerical personnel.
• Work collaboratively with all aspects of OPWDD Division of Workforce and Talent Management.

Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
