Duties Description The BSA2 (Hlth) will be within the Bureau of Fiscal Policy and Management, and key responsibilities include: Serve as the bureau lead for OHIP’s Advanced Planning Document (APD) program operations, overseeing the APD Team’s workflow, deliverables, and performance to ensure timely, accurate submissions and sustained compliance with CMS requirements governing Medicaid systems funding.
Provide day-to-day functional oversight of the APD Team’s two units (Systems Unit and Policy Unit), ensuring work is assigned appropriately, timelines are maintained, and analytical outputs are consistent, defensible, and aligned to OHIP priorities Manage the APD development lifecycle across successive stages (planning, drafting, review, submission, CMS follow-up, approval, and post-approval maintenance), ensuring the State meets federal requirements and avoids funding disruption due to delayed or incomplete responses; Monitor and interpret environmental changes affecting Medicaid systems funding, including federal regulations, sub-regulatory guidance, CMS expectations, and other federal policy changes; translate impacts into internal guidance, timelines, and required APD revisions or supporting documentation; Develop and maintain an annual APD calendar and work plan to coordinate upcoming APD submissions, updates, and related activities necessary to maximize and maintain federal financial participation (FFP) and ensure continuous compliance; Coordinate cross-division and interagency engagement to gather inputs and validate assumptions for APD narratives and attachments, including collaboration with OHIP divisions, NYSDOH offices, state agencies, and CMS on strategy, eligibility, approach, and funding priorities; Establish and maintain standardized APD procedures, templates, and documentation requirements to ensure consistent development of APD narratives, budgets, schedules, and supporting artifacts across initiatives and across the Systems and Policy units; Provide quality assurance review of APD content and supporting documentation to ensure accuracy, completeness, and compliance with CMS standards, including traceability of assumptions, alignment to project scope, and internal consistency across narratives, schedules, and cost components; Support executive decision-making by preparing leadership-ready summaries of APD status, key risks, CMS questions, anticipated funding impacts, and recommended actions to maintain schedule and protect federal revenue; Track and manage CMS inquiries and responses, including logging requests, coordinating internal assignments, monitoring deadlines, and ensuring timely and complete responses to maintain approval momentum and protect access to federal matching funds; Identify process and system improvement opportunities within APD development and monitoring activities, including workflow streamlining, documentation governance, tracking tools, and performance measures that improve cycle time, quality, and audit readiness; Provide technical assistance to program and project staff regarding APD requirements, timelines, documentation expectations, and common CMS review issues to improve submission quality and reduce rework.
Minimum Qualifications Non-Competitive Minimum Qualifications:
Seven years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications:
Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Experience with Medicaid APD processes. Knowledge of CMS funding requirements. Skilled in project and team management. Strong analytical and communication skills.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
