Duties Description Under the direction of OPWDD's Director of Employee and Labor Relations, the Associate Director of Human Resources 2 (LR) may have the primary responsibility for overseeing the management and operations of the labor relations program throughout the agency or may function as the team leader for a group responsible for administering the Agency's administrative actions, discipline, and resolution activities. The Associate Director of Human Resources 2 (LR) will directly work with and supervise lower-level staff, providing guidance, support, and clear direction to ensure the program's success. Additionally, the Associate Director of Human Resources 2 (LR) will work to maintain a harmonious relationship with the unions, acting as a liaison and facilitating effective communication between management, the Bureau of Employee Relations and the labor union representatives. It will be the duty of the Associate Director of Human Resources 2 (LR) to ensure that the labor and employee relations programs are fully implemented and consistently applied across all levels and regions of the agency, promoting fairness, compliance, and positive employee relations.
Duties may include but are not limited to:
· Develop and execute comprehensive labor relations strategies that align with the goals and values of the Office for People with Developmental Disabilities.
· Oversee all disciplinary and administrative actions.
· Support and provide guidance to District offices providing employee and labor relations services at the local level.
· Build and maintain positive working relationships with labor unions, ensuring fair and productive labor negotiations.
· Provide guidance and support to management and employees on employee and labor relations issues, policies, and best practices.
· Develop, implement, and oversee effective grievance handling procedures, ensuring compliance with relevant labor laws and regulations.
· Conduct investigations, mediations, and resolutions of labor disputes and/or disciplinary or other administrative issues
· Maintain an expert knowledge of New York State civil service and other relevant laws, rules and regulations and the collective bargaining agreements.
· Stay updated with advancements and changes in labor laws, regulations, and industry trends, and proactively recommend and development updates to policies and procedures.
· Collaborate with key stakeholders to develop and deliver comprehensive employee and labor relations training programs for management and supervisors.· Supervise lower-level staff.
·Other Employee and Labor Relations duties as assigned.
The Associate Director of Human Resources 2 (LR) will be:

· Ability to leverage the applications and tools (such as Microsoft Teams) to effectively communicate and supervise staff.
· Travel may be required.

Minimum Qualifications Promotion:
One year of service as a Human Resources Specialist 3 (Labor Relations), or two years of service as a Human Resources Specialist 2 (Labor Relations).

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
