Duties Description The Office of Human Resources and Administrative Planning oversee all staffing and personnel transactions, including recruitment efforts. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.
Reporting to the Associate Director of Human Resources, the incumbent of this position will serve as a generalist in the administration of the agency’s human resources management program.
Duties include but are not limited to the following:
• Oversee and perform duties related to recruitment and onboarding of employees, including posting of vacancy announcements, eligible list canvassing, reviewing resumes for eligibility, reviewing interview evaluation forms, and entry of appointment transactions in the Human Capital Management system (HCM).
• Oversee and perform duties related to the preparation and submission of classification requests for positions through the New York State Electronic Personnel System (NYSTEP).
• Oversee the Performance Evaluation Program.
• Oversee coordination with the Business Services Center (BSC), employees, and supervisors on actions to get timesheets submitted/approved through LATS and medical leave correspondence.
• Assist and participate in the delivery of human resources training courses as needed.
• Supervise and monitor one or more employees daily work performance to ensure policies and procedures are followed by utilizing supervisory tools such as coaching, counseling, mentoring, and training and serve as back-up to the Human Resources Specialist 1’s in their absence.
• Works on special projects as assigned.
• Provide weekly updates to HR management on all recruitment efforts.
Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.
55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
PREFERRED QUALIFICATIONS:
• Experience in Recruitment, Classification, Exam Planning, and Performance Management.
• Ability to proactively manage multiple priorities in a fast-paced environment and adapt to changing needs and issues.
• Solid organizational skills with demonstrated ability of managing sensitive issues while remaining fair and equitable acting with discretion and objectivity.
• A high level of competence in the human resources field and the ability to work under broad guidelines.
• Supervision experience is a plus.
