Duties Description This position resides in the Division of Operations' Bureau of Maintenance & Technical Services. Duties include, but are not limited to the following:
• Evaluate our Agency buildings’ HVAC, plumbing and fire protection systems to determine if buildings meet new Building Code requirements and to ensure they provide a safe and healthy environment.
• Evaluate our Agency buildings’ mechanical systems carbon footprint. Design, contract and manage projects to build/retrofit our buildings towards carbon neutral operation.
• Manage large consultant-based capital HVAC projects from OGS and NYPA in support of the State’s electrification initiative.
• Provide technical assistance to Agency Regional staff on proper operation and maintenance of facility mechanical/HVAC systems.
• Facility analysis, project design, and management of energy efficiency projects in support of the BuildSmart 2025 Program.
• Design and review complex heating, ventilating, refrigeration and air conditioning projects for new and rehabilitation work per applicable Codes and design standards.
• Obtain certification through the Department of State Codes Division as a Code Enforcement Officer and maintain certification through necessary continuing education requirements.
• Generate contract documents, construction drawings and specifications of Mechanical/HVAC design projects for public bid.
• Perform coordination and inspection of contract work to ensure installation follows design specifications, troubleshooting, and testing system performance.
• Supervise, assign and review work of subordinate staff.
• Coordinate the work of other technical disciplines.
• Review and direct the work of consultants.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer via Section 70.1 of the Civil Service Law. Additional Comments *The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overtime may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
