Duties Description Under the direction of an ITS 4, application development manager, the Technology Analyst 1 (RAD) will be responsible for the implementation, maintenance, and optimization of applications and processes. This role ensures the integrity, security, accessibility, and usability of applications, supporting strategic decision-making and operational efficiency. The specialist will work closely with various departments to understand user needs, develop solutions, and enforce governance policies. The application expected to work with less direct supervision and take ownership of tasks and features. Ability to tackle more complex and ambiguous problems independently. A solid understanding of Java, its ecosystem, and common development practices. Identifying potential issues, suggesting improvements, and taking initiative. Ability to guide and support junior team members.
Duties include, but are not limited to, the following:
1. Core Development & Programming:
• Design, develop, test, and deploy robust and scalable Java applications
• Write high-quality, maintainable, and efficient Java code
• Implement complex business logic and algorithms
• Develop and integrate with RESTful APIs and microservices
• Utilize and extend various Java frameworks and libraries
• Perform code refactoring and optimization
• Troubleshoot and resolve complex technical issues
2. Architecture & Design Contributions:
• Contribute to technical design discussions and decisions
• Understand and apply software design patterns
• Collaborate on architectural improvements
3. Testing & Quality Assurance:
• Develop comprehensive unit, integration, and sometimes end-to-end tests
• Lead and participate in code reviews
• Champion code quality and best practices
4. Collaboration & Mentorship:
• Mentor and guide junior developers
• Collaborate effectively with cross-functional teams
• Communicate technical solutions and challenges clearly and concisely
5. Database & Data Management:
• Design and optimize database schemas and queries
• Understand ORM (Object-Relational Mapping) concepts
Minimum Qualifications Technology Analyst 1 (All Parenthetics)
Five years* of information technology experience, one of which must be within the
appropriate specialty**.

Technology Analyst 2 (All Parenthetics)
Six years* of information technology experience, one of which must be within the
appropriate specialty**.
*Substitutions: associate’s degree with 15 semester credit hours in computer science or
a related field substitutes for one year of general information technology experience.
Candidates in a bachelor’s degree program with at least 15 semester credit hours in
computer science or a related field can be credited with one year of general information
technology experience.
Bachelor’s degree in any field including or supplemented by 15 semester credit hours in
computer science or a related field substitutes for three years of general information
technology experience. Any bachelor’s degree substitutes for two years of general
information technology experience.
Master’s degree or higher in computer science or related field substitutes for one
additional year of general information technology experience.
**Specialty includes experience within one or more of the following information
technology disciplines: artificial intelligence, cloud solutions, human centered design,
product management, quality assurance, rapid application development, robotic product
management, geospatial information services.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
