Duties Description This Professional Engineer 2 (Environmental) position, located in the Division of Materials Management, in Region 8 – Avon, will be responsible for the following:
1. Serving as the Regional Materials Management Supervisor. Managing the Region 8 Division of Materials Management (DMM) program, including the Solid Waste, Waste Reduction and Recycling, and RCRA Hazardous Waste programs, and representing the region in statewide DMM meetings.
2. Supervising approximately 14 DMM program staff and overseeing all DMM permitting, registrations, review of engineering plans for solid waste management facilities, and inspection, compliance and enforcement activities for purposes of achieving Regional and DMM initiatives and objectives. Providing daily oversight, clear direction, and technical guidance to program staff in accordance with regional and program policies and priorities.
3. Preparing annual work plans, delegating, and assigning workload fairly and effectively. Providing staff training and development as appropriate. Identifying and resolving problems and managing resources effectively.
4. Performing administrative duties with respect to time and attendance, travel, budgeting, equipment usage, performance evaluations, and internal controls, and ensuring program staff are in compliance with related Department and Program guidance and policies, including health & safety. Managing, maintaining, and securing equipment and program files consistent with Department policies and guidance.
5. Responding to general inquiries, complaints, and high-profile incidents in a timely manner. Communicating and coordinating on DMM matters, in a positive and productive manner, with internal and external parties including other DEC programs/regions and state/federal agencies, local government, regulated community, consultants, the public and special interest groups.
6. Informing the Regional Director, Assistant Regional Director, Regional Engineers, and other DEC managers of program accomplishments, priorities, high-profile situations and emerging issues through timely and effective verbal and written communications.
7. Completing special tasks as assigned by the Regional Engineers or Regional Directors.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible – One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 (Civil), Professional Engineer 2 (Electrical).
Additional Comments The starting salary for this position is $113,898. This amount is comprised of the base salary of $106,898 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $138,665. This amount is comprised of the base salary of $131,665 with an additional geographic pay differential of $7,000, specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Must be available to respond to after-hours emergencies.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
