Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a senior program manager, the IES Application Development Lead will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Service (ITS) and will be responsible for application development and delivery for various products across the portfolio supporting the modernization and transformation of legacy technologies such as Financial Management, Eligibility & Enrollment and Case Management that impact health and human services. The incumbent will support the workstream(s), manage staff aligned to NYS policies, present to internal and external stakeholders, manage the outcomes of the work at a macro level, and manage a team tasked with advising on the technical build of solutions.
Duties include but are not limited to the following:
Product Delivery / Application Delivery:
• Drive execution and delivery of multiple products with the ability to flex to various technology stacks/architecture with the ability to manage sprint tasks of the technical team to deliver
• Lead the delivery of hybrid on-prem/cloud-ready products that follow all NY State and/or Federal Standards for the various stages of the application development lifecycle with strong understanding of cloud engineering.
• Perform strong computer engineering/coding skills with the ability to guide and support a blended team of developers
• Ensure the execution of application/product development aligns with the overall Program strategy, meeting critical milestones, budgets, risks, etc.
• Direct the technical team to execute sprints, plan sprints and troubleshoot technical details.
• Partner with Project management and Finance to remain on track for schedule and scope.
• Support other workstreams and products, as needed.
• Manage and execute quality assurance processes around code development, including code reviews, unit testing, and adherence to approved design & standards.
• Communicate with stakeholders’ alignment to execution and schedule aligned to the modular development, with additional inclusion of preparing for product launches to customers
• Perform a full range of supervisory duties.
Minimum Qualifications Eight (8) years of experience in application development using various frameworks like Java, JEE, #C,.NET, frameworks & technologies, including five (5) years leadership and/or supervisory experience with experience delivering high quality products with a large customer base as well as experience leading projects five (5) years from a technical perspective leveraging agile methodology, DevSecOps, Continuous Integration & Continuous Deployment (CI/CD), cloud-engineering, etc. and managing technical teams on execution.
The following degrees may substitute for the general experience as indicated:
Bachelors Degree in Computer science or related field may substitute for 2 years of experience
Masters Degree may substitute for 3 years of experience
Doctorate in computer science or related field substitutes for an additional year of experience
Preferred Qualifications:
• Experience with transformation or build of eligibility systems and financials application development within the public sector, and/or with familiarity of the New York State ITS Agency, other New York State Agencies, or NYC government, even Federal Government technology projects.
• Detailed background to support various architectures for the broader program as well.

This position can be filled in Albany or NYC.
