Duties Description The Associate Director Human Resources 4 (ADHR4) serves as the Director of the Bureau of Personnel Management. The ADHR4 leads a large team of professionals responsible for all aspects of agency-wide personnel including classification of positions; examination planning and administration; recruitment; staffing; performance management; succession planning; payroll processing; maintenance of employee records; time records administration; guidance and assistance to program managers, supervisors and employees. The ADHR4 responds to executive correspondence, audits, FOIL requests, a broad range of requests for information/guidance, and liaises with associated internal and external stakeholders. The ADHR4 represents the Department on internal and cross-agency workgroups to provide and advocate for the human resources perspective, ensuring consistency with all associated laws, rules, regulations and union collective bargaining agreements.
Minimum Qualifications Transfer Candidates: Current New York State employee with one year or more of permanent or contingent-permanent competitive service as a G-29/M-3 or higher in a title eligible for transfer under Section 52.6 of the NYS Civil Service Law.
Provisional Qualifications: one year of permanent or contingent-permanent service as an Associate Director Human Resources 2, or Associate Director Human Resources 3.
Non-Competitive Promotion: If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent service as an Associate Director Human Resources 3. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred Qualifications: Demonstrated experience delivering responsive and effective services via management of a diverse portfolio of personnel functions, ensuring the functions adapt and scale effectively in an environment of evolving agency and program needs; extensive experience communicating with a broad range of internal and external stakeholders; excellent verbal and written communication skills; proven track record of effective leadership and fostering a collaborative, diverse and supportive work environment; demonstrated ability to effectively balance multiple priorities and successfully direct significant deadline-driven priorities; demonstrated experience with integrating a broad range of workforce functions, incorporating innovative solutions, into a cohesive organization that supports the Department’s mission.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
