Duties Description
The New York State Education Department’s Office of Education Policy is seeking candidates to fill the position of Supervisor of Education Programs, SG-28, in its recently established Federal Grants Office, Every Student Succeeds Act (ESSA)-Funded Programs. This Office is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA), which is responsible for the administration of more than $3 Billion in federally funded grant programs each year. Under the general supervision of the Program Manager, the incumbents of this position will be responsible for oversight and administration of federal ESEA funds for New York State. Duties of this position include, but are not limited to, the following:
• Provide technical assistance to Local Education Agencies (LEAs) on the implementation of ESEA program policies, school level accountability, and school improvement;
• Coordinate the annual development, as well as participate in the review and approval, of Consolidated Applications for ESSA-Funded Programs and arrange for technical assistance and distribution to the field;
• Coordinate the annual development, as well as participate in the review and approval, of all levels of monitoring of the ESSA-Funded Programs and arrange for technical assistance and distribution to the field;
• Work in collaboration with staff of the Grants Management Unit to ensure an efficient system for processing Consolidated Application updates;
• Collaborate and coordinate with the Federal Grants Office staff and other NYSED program offices to develop seamless strategies for implementing selected initiatives;
• Participate in the review of team protocols and procedures and make recommendations for improvement;
• Participate in on-site monitoring of ESEA programs;
• Supervise staff responsible for the review and tracking of Consolidated Application Updates, the implementation of ESSA-Funded programs, and the completion of ESSA-Funded Programs monitoring reports,
• Regularly meet with assigned staff, Program Manager, and Assistant Commissioner; and
• Undertake special assignments, as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Education Programs.

PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
· Experience using statistical software (e.g., Stata, R, SQL, or SAS).
· A minimum of 5 years’ experience analyzing the effectiveness of educational programs.
· Experience using Microsoft Excel, Word, and Power Point.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
