Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services and Office of Cultural Education (OCE) are seeking experienced and dependable candidates for a Senior Security Officer position with the Cultural Education Center (CEC), supporting the New York State Museum, Library, and Archives. The Senior Security Officer plays a vital role in maintaining the safety and security of visitors, staff, collections, and facilities across the Cultural Education Center, helping ensure that one of the State’s most significant cultural and research complexes remains safe, welcoming, and accessible to the public.
Located in Albany, the Cultural Education Center is home to the New York State Museum, Library, and Archives—three of the State’s leading cultural and research institutions. The New York State Museum, the nation’s oldest and largest state museum, welcomes more than 500,000 visitors annually and serves as a cornerstone of New York’s cultural and educational landscape. The New York State Library, established in 1818 and the largest state library in the nation, houses more than 20 million research items supporting government operations and researchers across the state. The New York State Archives preserves and provides access to historically significant records documenting the government and history of New York State. Together, these institutions preserve and share New York’s documentary heritage for residents, students, researchers, and visitors each year.
Working under the direction of the Chief Security Officer, the Senior Security Officer supervises Security Officers during assigned shifts and helps ensure the effective delivery of security services throughout the Cultural Education Center. The position coordinates staff assignments, monitors daily security operations, and responds to incidents and emergencies as they arise, helping maintain a safe and orderly environment for the thousands of visitors, researchers, and staff who use the facility each day. The Senior Security Officer also identifies operational challenges, evaluates existing security practices and procedures, and recommends and helps implement improvements to strengthen the effectiveness and responsiveness of security operations.
Duties of this position include, but are not limited to, the following:
• Lead and supervise Security Officers during assigned shifts, coordinating security activities to ensure the consistent and effective implementation of established security procedures and protocols;
• Plan and manage staff schedules and assignments to maintain continuous and reliable security coverage during public hours, special events, and other high-traffic periods;
• Monitor and direct daily security operations throughout the Cultural Education Center, ensuring a safe, secure, and welcoming environment for visitors, researchers, staff, and volunteers throughout the Cultural Education Center;
• Assist and support the Chief Security Office with disturbances, safety concerns, and other security incidents, supporting appropriate response actions to protect individuals, collections, and State property;
• Coordinate emergency response efforts with security leadership, Office of Cultural Education leadership, and external public safety partners, including local law enforcement, fire departments, and emergency services personnel, to ensure effective response to incidents and emergencies;
• Provide leadership, guidance, and on-the-job training to Security Officers, strengthening staff preparedness, professionalism, and the consistent application of security procedures;
• Review incident reports and security documentation, ensure appropriate follow-up and resolution, and use findings to strengthen security procedures and operational practices;
• Identify operational challenges and emerging security risks and recommend practical improvements to staffing practices, procedures, and training;
• May perform the duties of a Security Officer, such as to cover meal breaks, as needed;.
• Inspect facilities and monitor security systems and equipment to ensure proper operation and promptly address conditions that could affect safety or security; and
• Perform the full range of supervisory responsibilities, including assigning work, conducting performance evaluations, completing probationary reports, and addressing performance or operational issues.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Security Officer.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Community Correctional Center Assistant 1, Correction Officer, Security Services Assistant 2.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have at least one year of permanent competitive or 55-b/55-c service as a Security Officer or Security Officer (Spanish Language). Provisional candidates must have taken the examination for Senior Security Officer and must be reachable on the resulting eligible list to maintain employment.
NOTE: The Civil Service examination for this title was held on March 28, 2026. In order to be considered for a provisional appointment, you must have sat for the examination for this title.
Internal SED candidates bidding to change their current shift should indicate their preferred shifts in order from most preferred to least when submitting their applications. Shifts will be awarded based on seniority as outlined in the NYSCOPBA contract. If current staff bid to change shifts, their current shift assignment will be backfilled.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive or temporary provisional appointment. Provisional candidates must have taken the examination for Senior Security Officer and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a New York State Security Guard License will be required at the time of interview for all candidates. Candidates are required to possess a New York State Security Guard License at the time of hire. Continued employment as a Senior Security Officer is dependent upon maintaining a New York State Security Guard License. Failure to maintain a New York State Security Guard License will result in removal from employment.

This position leads to a maximum salary of $64,261 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
