Duties Description POSITION DESCRIPTION:

Business Officer 2 (formerly Assistant Business Officer) provides management direction and control of business administration, fiscal and support service activities, and coordinates all such activities with clinical program supervisors to ensure that the activities are supportive of facility treatment objectives.

PRIMARY DUTIES AND RESPONSIBILITIES are but not limited to:

• Partner with State Operations Directors, Department Heads, and administrative staff to provide fiscal support.
• Maintain continuous communication with cross-functional teams and collaborate closely with all key stakeholders.
• Provide coverage when the Business Officer 3 is unavailable.
The Business Officer 2 will serve as the Assistant Department Head of Staten Island DDSO Business Office, providing strategic leadership for the Business Office, overseeing Accounts Payable, the Cash Office, Procurement Card Administration, and the Storehouse.

Responsibilities for each of these areas are as follows:
• Contract Unit: In conjunction with users of service, prepares and manages contracts and shared service agreements between the facility and outside providers of clinical or support services, to ensure that services are delivered efficiently and effectively at the lowest possible cost.
• Accounts Payable Unit: Process payments accurately and timely, ensuring that vendors are paid in accordance with contractual requirements and in line with established guidelines.
• Visa Unit: (Procurement Card): Manage the district’s primarypayment method. Responsibilities include auditing alltransactions, resolving discrepancies, and performing SFSreconciliation.
• Cash Office: Oversee the receipt of cash and checks,maintenance of check registers/logs in Acumatica, bankdeposits, petty cash reimbursements, and the creation ofAdvanced Account checks.
• Storehouse: Supervise the receipt, distribution, and issuanceof packages and supplies.
• Ensure the department adheres to fiscal policies andprocedures, serving as a key member of the district’smanagement team.
• Ensure that OPWDD, Office of the State Comptroller, andBusiness Services Center fiscal procedures are followed,maintaining compliance with State Finance Law.
• Assist with inter-agency and intra-agency audit requestsincluding OSC, BSC and DOB.
• Establish and maintain internal controls over all fiscaloperations.
• Distribute and explain changes in fiscal policies and proceduresto various departments across the district.
• Provide expert technical assistance, guidance, and training to district staff regarding Business Office policies and procedures.

Minimum Qualifications Promotion:
One year of service as a Business Officer 1 and reachable on the current Civil Service list.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 23 ($86,681) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($109,650).
