Duties Description The incumbent of this position will report to the Data and Geospatial Analysis Section within the Office of Emergency Management (OEM). Under the direction of the Mapping Technologist 2, the Mapping Technologist 1, supports NYS OEM and emergency operations by developing, maintaining, and analyzing geospatial data and mapping products. This position uses modern geographic information system (GIS) tools, including ArcGis and ArcGis online (AGOL) to create accurate, clear and actionable maps that support planning, response, and recovery activity.

Duties include but are not limited to the following:

·Provide analytical support for OEM programs, projects, and initiatives.

·Create, edit, and maintain geospatial datasets using ArcGIS pro.

·Produce accurate to-scale maps for operational, planning, and reporting purposes.

·Apply cartographic principles to ensure maps are clear, consistent, and easy to interpret.

·Edit and update spatial features, attributes, and symbology.

·Develop and maintain web maps, hosted feature layers, and applications using ArcGIS online (AGOL).

·Configure pop-ups, symbology, and map settings for internal and external use.

·Support the development of dashboards and web-based mapping tools for situational awareness.

·Collect, clean, and integrate spatial and non-spatial date from multiple sources.

·Maintain geodatabases and ensure data accuracy, consistency and completeness.

·Document datasets and workflows following established GIS standards.

·Perform basic spatial analysis to support emergency management.

·Generate maps and data products under tight deadlines during emergency activations.

·Collaborate with program staff to translate operational needs into GIS products.

·Review mapping products for accuracy, completeness, and cartographic quality.

·Follow established GIS policies, standards, and naming conventions.

·Assist in improving workflows and maintaining consistency across mapping products.

·Perform other duties as assigned in support of the agency's mission or other program areas.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications are:

Six years of experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS or photogrammetry.

Substitutions:

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

REASSIGNMENT/TRANSFER

Current New York State Employee with one year or more of permanent, contingent-permanent, or 55b/c service as a mapping Technologist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
