Duties Description The New York State Education Department’s Office of Adult Career and Continuing Educational Services (ACCES) is seeking candidates to fill a Education Specialist position in the Bureau of Proprietary School Supervision (BPSS) New York City Office. BPSS is responsible for protecting the educational and financial interests of students. BPSS supervises approximately 350 licensed private career schools and post-secondary non-degree schools for adults. The office is responsible for ensuring that the schools are in compliance with Education Law and the Commissioner's Regulations. The incumbent of this position will work collaboratively with the Office of Counsel in carrying out the duties of the position. Duties of this position include, but are not limited to, the following:
• Oversees the day-to-day fiscal operations of the BPSS, which evaluates the financial condition of licensed schools; and bills, receives, records, and deposits school assessments to ensure school compliance with supervision and tuition refund assessments;
• Plans, oversees, and conducts the financial analyses of approximately 350 postsecondary schools;
• Prepares written reports and recommendations on the overall financial condition of licensed schools, including any identified risks to the delivery of quality instruction or to student tuition funds;
• Develops functional procedures and financial reporting guidelines for licensed schools;
• Assist in BPSS budget preparation by compiling necessary data;
• Oversee the monitoring of revenue collection from schools and makes recommendations regarding penalties or disciplinary actions for school non-payment; and,
• Supervises staff that support the financial operations of BPSS.
• Oversees, plans, and gathers the annual Occupational Education Data Survey (OEDS) reports.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of service as an Education Finance Specialist 1. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
