Duties Description Under the general direction of the Executive Director for the Office of Administration, the Director of Financial Administration 2 (DFA) serves a key role at the Public Employment Relations Board (PERB) by coordinating financial policy and managing PERB’s fiscal and budgetary responsibilities. The DFA will:

• Coordinate agency budgeting and expenditure control to ensure that financial resources are managed in accordance with State laws and regulations.
• Make recommendations to executive staff on budgetary priorities, procurement responsibility, the cost-effectiveness of programs, and operation efficiency.
• Meet with executive staff and program directors to develop the annual budget request and agency spending plan.
• Ensure compliance with fiscal guidelines established by the Governor, the Legislature, and the Federal Government, as well as the Office of the State Comptroller (OSC).
• Meet and correspond with representatives from fiscal control agencies such as the Division of the Budget and Office of the State Comptroller.
• Work closely with Statewide Financial System and the Business Services Center representatives to ensure the proper oversite and administration of transactions.
• Direct financial management functions, including but not limited to:
o Contract Administration
o MWBE and SDVOB Utilization/Purchasing
o Accounts Payable
o Budgeting
o Travel

The incumbent should have broad knowledge of NYS fiscal policy and procedures; the skills, abilities, and experience to work independently in recommending and drafting internal policies and procedures to effectively manage PERB’s financial and budgetary matters. The Director will possess the experience and skills set necessary to effectively resolve fiscal and budgetary issues.

Minimum Qualifications Candidates must be employed by New York State to be eligible for this position.

For 52.6 transfer to a Director Financial Administration 2, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to salary grade M1 or above. Provisional: One year of permanent service in a financial management, accounting, contract management, or budgeting position allocated to Grade 23 or higher.

Non-Competitive Promotion: If there are no more than three qualified candidates in the departmental promotion field within this agency, PERB will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for a NCP, candidates must be a current Public Employment Relations Board employee in the direct promotion field with one year of permanent service in a financial management, accounting, contract management, or budgeting position allocated to Grade 23 or higher, or a former permanent/contingent permanent incumbent within the promotional field on leave from this agency.
