Duties Description Under the direction of the Administrative Officer 4 and as part of a senior management team under the Deputy Director for Administration alongside the manager of the Grants Unit and the Director of Training and Outreach, specific duties of the Assistant Director Financial Administration 2 include, but are not limited to:
• Management of the agency’s Administrative Services Unit (ASU), including budget and finance functions, federal grant management, purchasing and state operations procurement, fleet management, internal controls, and Sexual Offense Evidence Collection Kit (SOECK) warehouse operations.
• Leading the development of the agency’s annual budget request as well as ongoing spending projections and analysis;
• Overseeing the bulk processing of all Victim Compensation payments and quarterly grant payments to over 200 Victim Assistance Programs;
• Ensuring compliance with requirements related to the agency’s Federal Victims of Crime Act (VOCA) funding, including financial reporting, revenue drawdowns, and the appropriate use of administrative funds;
• Recommending policies and procedures to Executive staff related to the agency’s operations, including SOECK warehouse management;
• Responding to information requests from the Executive Chamber and the OVS Director and Public Information Office related to the operations of the SOECK facility and performance measures;
• Managing high-level stakeholder interactions with other State agencies, medical facilities, statewide coalitions, advocacy groups, and victims in regards to the SOECK project;
• Serving as a liaison with the Division of the Budget, the Office of the State Comptroller, the Business Services Center, the Statewide Financial System, and senior management at other State agencies;
• Leading the development of process improvement projects;
• Managing the development of written reports to provide management with performance measures and indicators related to financial and administrative operations; and
• Evaluating staff and operational performance to ensure statutory compliance and adherence to policies and procedures.
• Approximately 10% travel may be required.
Minimum Qualifications Transfer: One year of permanent competitive or 55 b/c service in a title allocated to SG-25 or higher and otherwise eligible to transfer under Civil Service Law.
Provisional: One year of permanent service in a financial management or budgeting position allocated to Grade 23 or higher. If appointed provisionally, you must take the next examination for this title. In order to remain in this position, your score must be high enough to qualify you as one of the top three acceptors on the eligible list.
A permanent appointment may be possible, pursuant to Section 52.7 of the Civil Service Law, if there are three or fewer interested candidates who meet the following qualifications: Current OVS employee and one year of permanent service in a financial management or budgeting position allocated to SG-23 or higher.
