Duties Description The CFSS2 will report directly to the CFSPM2 and will be the supervisor of the newly created Division’s Quality Assurance Unit. The Quality Assurance Unit Supervisor leads a team of two Children and Family Services Specialist 1 (CCFS1) to implement QA initiatives and coordinate with bureau partners across the division. Key responsibilities for the Quality Assurance Unit Supervisor include:
• Manage the day-to-day operations of the Quality Assurance Unit.
• Implementing QA initiatives and ensuring assigned unit projects are completed.
• Coordinate with bureaus and program staff to collect information and support QA activities.
• Supports coordination with program staff and prepares materials and documentation related to QA projects.
• Ensures staff work aligns with established policies, procedures, and timelines.
• Identifies operational issues or findings and escalate them to the CFSPM2 for review and decision-making.
• Supports documentation and tracking related to QA findings and corrective action activities
• Maintains project tracking, documentation, and workflow management supporting those efforts.
Additional responsibilities of this position include but are not limited to: For the Child Care Assistance Program (CCAP): Assisting in the development of policies and procedures for monitoring the local department of social services’ (LDSS’) use of CCDF funds, coordinating with the Monitoring and Program Operations Unit to conduct CCDF case file reviews, administering technical assistance and/or program improvement plans as appropriate, working with vendor(s), state and federal representatives to complete the federally required improper payment review, every three years and assisting with the implementation and tracking any findings.
The Unit’s responsibilities related to Grants/Contracts/Registration and Licensing will be: Collaborating with program staff to develop internal control
mechanisms in RFP and grant requirements, developing policies and procedures for monitoring vendor and awardee use of state and/or federal funds, conducting file reviews of grants and contracts, including partnering with the regional offices in the case review process, administering technical assistance and/or corrective action plans to vendors as necessary, coordinating with external organizations such as OSC or the IG on audits of grants or contracts, monitoring and tracking corrective action plan recommendations put in place by external organizations such as OSC/IG. A Quality Assurance unit that is embedded within DCCS will ensure that the proper internal controls are established for CCAP, grants, contracts, audits, and subsequent corrective action plans.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Background Investigation Requirements:

All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
