Duties Description As a Highway Maintenance Supervisor 1 (HMS 1) duties may include but not limited to those listed herein. The selected candidate will supervise a highway maintenance crew assigned to the operation of various-sized equipment, involved in maintenance and repair projects on state highways or structural units. These projects might include:
• Interpret the MUTCD manual to determine correct sign size and placement.
• Schedule work projects and make individual work assignments to sign crew members based on priorities.
• Perform all tasks related to a highway maintenance residency sign program; this is a working foreman’s position.
• Maintain both field and residency stock inventory using either a manual or automated inventory system.
• Patching pavements and filling potholes.
• Cleaning ditches and culverts.
• Cutting trees, shrubs, and grass.
• Repairing guiderails and signs; and
• Plowing roads and salting icy pavements in the winter.
• On large maintenance projects, the selected candidate will supervise a phase of the project under the general direction of a Highway Maintenance Supervisor 2. HMS 1 is a working supervisor who:
• Operates light trucks and heavy dump trucks, performs one-person snow plowing, and operates other pieces of highway equipment, as necessary.
• Instruct crew members in the tasks to be performed, all safety requirements and Department policies, and answer any questions concerning before mentioned procedures.
• Interpret the MUTCD manual to determine correct sign size and placement.
• Schedule work projects and make individual work assignments to sign crew members based on priorities.
• Perform all tasks related to a highway maintenance residency sign program; this is a working foreman’s position.
• Maintain both field and residency stock inventory using either a manual or automated inventory system.
• Personally, observes work in progress and work completed to insure adherence to guidelines and instructions.
• Maintains time and attendance records and materials used on the jobs in MMS and submits brief written reports when requested.
• Completes all required training for an HMS 1.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive, non-competitive, 55-b/55-c, or labor class service as follows: Bridge Repair Assistant, Construction Equipment Operator, Equipment Operator Instructor, General Mechanic, Trades Generalist, Highway Equipment Operator, Highway Maintenance Worker 1, Highway Maintenance Worker 2, Maintenance Assistant, Pavement Marking Supervisor, Sign Crew Supervisor, Tree Pruner, Tree Pruner Supervisor, Bridge Repair Mechanic, Trades Specialist (Bridge), Assistant Drill Rig Operator, or Drill Rig Operator.
Important: Experience as a Highway Maintenance Worker Trainee 1 or Highway Maintenance Worker Trainee 2 is NOT qualifying for this examination

Open Competitive:
Either 1. Two years of experience in the construction or maintenance of paved highways, streets, roads, or similar facilities.
Or 2. 30 semester credit hours in engineering, engineering technology, construction technology, forestry, or surveying AND one year of experience as described above.

Substitution: A diploma or certificate of completion from a post-secondary trade school, apprenticeship program, military construction specialty school (documented completion of US Army 14 Week Corp of Engineers Field 12 One Station or more advanced training, or equivalent or more advanced construction skills training by over US military branches), or trade school in carpentry, masonry, welding, or construction can be substituted for a maximum of one year of non-supervisory experience.

Important: High school BOCES or VO-TECH courses are NOT Qualifying.

All candidates must pass a pre-employment physical/medical examination** and drug test prior to beginning employment.

**Candidates who meet both of the following MAY be eligible to bypass the pre-employment physical: A valid CDL A or B AND a current (less than 2 years old) CDL Medical Certificate (form MCSA 5876) that meets specific criteria which will be discussed at the time of interview.

At the time of appointment and continuously thereafter, you will be required to have a valid New York State Class A or Class B Commercial Driver’s License with no air brake restriction. Appointees will be required to satisfactorily complete a “one-person plowing” certification program which the Department of Transportation will offer during the probationary period.

NOTE: Cannabis use is not permitted for employees in this title and assignment

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Applicants must be currently authorized to work in the United States on a full-time basis.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. The starting salary for this position is $62,413. This amount is comprised of the base salary of $53,413 with an additional geographic pay differential of $9,000, specific to this title and location.
The maximum compensation for this position is $74,061. This amount is comprised of the standard job rate of $65,061 with an additional geographic pay differential of $9,000, specific to this title and location.
In addition, a Mid-Hudson Adjustment of $1,650 or a Downstate Adjustment of $3,400 may also apply depending on the location of the position.

Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal of employment.
