Duties Description The Business Systems Analyst 2, SG-23, is assigned to the Business Innovation Bureau at the Main Office in Albany and reports to the Business Systems Analyst 3, SG-25.
Duties include but are not limited to:
• Independently lead and coordinate business analysis activities.
• Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to recognized business analysis methodologies.
• Identify and document scope of business processes, changes, and enhancements, along with prioritizing and remaining aware of business process changes.
• Manage the relationship with project stakeholders to identify, model and document business process and data requirements.
• Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions.
• Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule.
• Work with the Project Team to ensure requirements’ gathering stays within scope or enact a change request if the scope needs to be revisited.
• Validate that solutions meet business needs by developing, maintaining and executing test plans.
• Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects.
• Develop training and user support materials in support projects.
• Provide project support as needed.
• Supervise lower-level staff.
• Perform other duties as assigned.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.***

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Business Systems Analyst 2; if you have less than one year, you must be reachable on the current Business Systems Analyst 2 eligible list for this location.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Business Systems Analyst 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of eligible lists with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the same minimum qualifications as listed under NY HELPS Qualifications.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Health Information Management Administrator 3, SG 22 OR Employees Retirement System Examiner 5, SG 23. Only the titles listed are eligible for 70.1 transfer to this position at this time.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Additional Comments Preferred Qualifications:
• Business Analyst certification.
