Duties Description NYMTC seeks to fill a Transportation Analyst/Trainee 1/Trainee 2 position to support regional planning activities in the Executive, Technical, Administration, and/or Planning Groups.
Under the supervision of a Senior Transportation Analyst, the Transportation Analyst will support development and maintenance of the Transportation Improvement Program (TIP), the Unified Planning Work Program (UPWP), the Regional Transportation Plan (RTP), and/or the travel demand model. Duties will vary depending on the position and may include:
• Research, collect, interpret and analyze transportation data;
• Collect and/or coordinate project data and entry into databases, and provide Quality Assurance/Quality Control of data;
• Review technical deliverables;
• Prepare reports; develop, manage, and maintain databases;
• Assist in developing and updating transportation, freight, and land use models;
• Assist with procurement and management of consultant services;
• Maintain records and monitor programming and obligation of federal funds;
• Research requests for information from NYMTC member agencies and other parties, including the public;
• Prepare draft correspondence, documents, handouts, and brochures;
• Assist in coordinating meetings, including preparing agendas and minutes;
• Assist in developing and providing material to update NYMTC’s website;
• Support public outreach activities and public meetings;
• Create material for use on social media platforms and for presentation to NYMTC member agencies and the public; and
• Perform other tasks as required by NYMTC management.
Strong written and oral communication skills are required.
Good working knowledge of graphics software such as the Adobe Creative Suite, Canva and/or similar programs is desirable to perform the duties for this position.
Good working knowledge of Microsoft Office including Word, PowerPoint, and Excel or other database programs is highly desirable to perform the duties for this position.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:.
Trainee Level 1:
Four years of experience directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems, and must have included direct responsibility for the preparation of written materials, such as narrative reports, letters of memoranda documenting the accomplishments, or supervision of such activity.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Trainee Level 2:
Five years of experience directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems, and must have included direct responsibility for the preparation of written materials, such as narrative reports, letters of memoranda documenting the accomplishments, or supervision of such activity.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Full Level:
Six years of experience directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems, and must have included direct responsibility for the preparation of written materials, such as narrative reports, letters of memoranda documenting the accomplishments, or supervision of such activity.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For
the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
