Position Information:
The New York State Department of Agriculture and Markets is seeking a Business Systems Analyst 2 to serve as the Department’s primary IT Project Manager, overseeing all technology initiatives and acting as the vital link between the Department and the Office of Information Technology Services.

The Business Systems Analyst 2 will be responsible for the comprehensive management and coordination of the Department’s IT projects. This includes providing essential technical support and direction, as well as offering insightful business interpretation and analysis for specific programs. A significant part of their role will involve the development of detailed system specifications, conducting thorough quality assurance tasks, and creating effective system-related training programs.

Specifically, this position will coordinate all activities related to the planning, testing, training, and implementation of both new and existing systems. They will be responsible for scheduling future enhancement phases, which involve researching, gathering, and evaluating information system or business process requirements. A key function will be to prioritize business process changes to ensure our systems remain functional and efficient, and to establish clear timetables for the completion of all projects.

Furthermore, the Business Systems Analyst 2 will engage in business analysis intelligence, including data mining to extract valuable information for forecasting and to measure service delivery metrics. This data will be instrumental in providing management with the insights needed to make informed policy decisions. They will also act as subject matter expert for the Department’s unique applications and programs, developing training and user support materials, and contributing to the upkeep of organizational process assets, such as procedure manuals.

A crucial aspect of this role is validating that proposed solutions effectively meet business needs. This will be achieved by developing test data and scenarios, rigorously testing system functions, and meticulously documenting the results. The analyst will also evaluate the performance of implemented solutions against our established business goals and objectives. The analyst will play a key part in prioritizing requirements, organizing them logically, and specifying and modeling them. They will define the assumptions and constraints of solutions throughout their lifecycle and ensure the quality and value of these requirements.

The Business Systems Analyst 2 will be instrumental in defining the core business needs that drive the initiation of any project. They will assess the capability gaps within our existing solutions and determine the most effective approaches to meeting these business needs. This includes defining a clear business case for any new or modified solution, assessing proposed solutions, and allocating requirements across different solution components and releases. They will also evaluate our organizational readiness to implement new or modified solutions and define the necessary transition requirements for smooth implementation.

The Business Systems Analyst 2 is a permanent, office-based position conveniently located in our headquarters at 10B Airline Drive in Albany, NY. We are located near the Albany International Airport and Wolf Road and provide ample free parking. This is a full-time position working 37.5 hours per week, Monday-Friday. Opportunities for telecommuting may be available in accordance with the agency’s Telecommuting Program Guidelines.

Minimum Qualifications Preferred Qualifications:
In addition to meeting the minimum qualifications as described below, the preferred candidate will have proven project management experience, especially in the realm of IT projects. This includes a strong track record of managing projects from start to finish, encompassing defining scope, allocating resources, mitigating risks, tracking budgets, and effectively communicating with all stakeholders.

The preferred candidate will have a solid understanding of the unique landscape of government IT projects. The ability to extract, interpret, and present data effectively for decision-making is crucial. Exceptional communication and interpersonal skills are also critical. We seek individuals who can articulate complex technical information clearly to both technical and non-technical audiences and who can foster strong working relationships across the Department.

NY HELPS Minimum Qualifications:
When a NY HELPS title can be filled with promotion and open-competitive qualifications, and the entire promotion eligible list is exhausted or does not exist, a NY HELPS appointment can be made in the following ways:

A NY HELPS appointment may be made for a qualified employee in a direct-line, lower-level promotion title.

Direct-line lower-level promotion title NY HELPS Qualifications: The direct line field is comprised of a single title that is the immediate lower-level title to the title being filled. This requires one year of permanent, contingent-permanent, or 55 b/c service as a Business Systems Analyst 1, SG-18.

If there are fewer than 3 interested, qualified internal candidates in the direct-line lower-level promotion title then:

Candidates may be eligible for a NY HELPS Open-Competitive appointment to Business Systems Analyst 2 if they meet the open-competitive NY HELPS qualifications, or the qualifications listed on the most recent examination announcement for the Business Systems Analyst 2 title.

Open- Competitive NY HELPS Exam Qualifications: Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:

1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. 4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**

Open- Competitive NY HELPS Qualifications: Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Degree Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Alternate Minimum Qualifications:
You may also be eligible for appointment to this position if you meet any of the following minimum qualifications.

Reassignment Qualifications: You must be a current Department of Agriculture and Markets employee and have one year of permanent, contingent-permanent, or 55 b/c service as a Business Systems Analyst 2, G-23; if you have less than one year, you must be reachable on the current eligible list for this location if one exists.

52.6 Transfer Qualifications to Title: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made must be designated administrative and be within two salary grades or one M-grade of the target title.

70.1 Transfer Qualifications to Business Systems Analyst 2 G-23: Applicants may be appointed to this position permanently if they have: one year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Additional Comments NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary:
The Business Systems Analyst 2 position is in the PEF Salary Grade (SG) 23. The starting salary of the PEF SG-23 is $ 86,681/year.

The candidate appointed at the Business Systems Analyst 2, SG-23 level, will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-23 job rate salary of $ 109,650/ year!
