Duties Description The Office Assistant 3 duties in Licensing Services will include but are not limited to the following:
• Oversee team in Division's Processing Unit
• Supervise a team of Licensing Services Clerks, Office Assistant 1s and an Administrative Assistant 1 who are assigned to processing applications, data entry and issuing certifications of records
• Maintain and update policies and procedures for unit
• Oversee and coordinate staff training
• Assist with gathering statistical data as needed
• Participate in system testing relevant to unit functions as needed
• Assist staff as needed
• Assist customers as needed
Minimum Qualifications MINIMUM QUALIFICATIONS:
55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as an Office Assistant 2.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
