Duties Description Reporting to the Director of Human Resources 3, the incumbent will oversee personnel issues for the Division of Criminal Justice Services (DCJS) and its hosted agencies (the Office of Victim Services and the State Commission of Correction). The incumbent also supervises the Professional Development Unit. This position is responsible for assisting in the overall management and supervision of the activities of the Office of Human Resources Management and two hosted agencies, including but not limited to: staffing, position classification, performance management, succession planning, professional development, and examination planning. This position requires a candidate who is comfortable working in a varied and dynamic environment. The incumbent will represent the agency at meetings with executive staff, agency bureaus, representatives from other agencies, and various workgroups. Candidates should possess strong technical skills in all aspects of merit system administration and organizational structure, excellent oral and written communication skills and have supervisory experience.
Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55-b/c service in a title at M-1/SG-25 or higher and otherwise eligible for transfer under Civil Service Law.
Promotional - Provisional: One year of permanent competitive or 55-b/c service as a Human Resources Specialist 2 or Associate Director Human Resources 1. If appointed provisionally, you must take and pass the next exam for this position and be reachable on the resulting eligible list.
A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the above promotional qualifications that are interested in this position.
Preferred Qualifications: Candidates must have a strong background in New York State Personnel Administration.
