Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor of Education Programs position in the Office of Innovation and School Reform (OISR). This Office is responsible for oversight in the implementation of Receivership law and Commissioner’s Regulations 100.19. This law establishes intervention authority for districts and the Department to turn around Struggling Schools through Receivership. To support and hold districts and their schools accountable for school improvement, the OISR has designed a progress reporting and performance management process and an aligned comprehensive system of support for school innovation and the turnaround of low achieving schools by connecting school districts and schools with coaching, resources, and tools derived from researched and innovative practices and field-proven expertise. The incumbent of this position will work directly with the Assistant Commissioner and the OISR Director to provide individualized coaching, support, and oversight to OISR Associates, State, and Independent Monitors and the OISR Associate Team. Duties of this position include, but are not limited to, the following:
• Provide technical assistance and support directly to principals and district leaders on the implementation of school improvement initiatives;
• Conduct on-site monitoring, follow-up calls, and virtual performance review sessions with schools and districts, to determine if programs are operating in compliance with the governing rules and regulations;
• Represent NYSED on inter and intra-agency committees, advisories, and work groups to collaborate on best practices and initiatives to support school improvement planning;
• Direct, guide, and support OISR Associate Team members with managing assignments to ensure timely completion of quality reports/communications and effectively implement office policies and procedures;
• Monitor and track assigned direct-report staff’s time, attendance, and/or travel records, as well as prepare staff yearly performance programs and evaluations;
• Review team protocols and procedures and make recommendations for improvement to the OISR Director and Assistant Commissioner; and
• Complete special projects, assigned by the OISR Director or Assistant Commissioner
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Education Programs.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 50% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
